The area around the Dörpfeldstraße is to become again more attractive, vibrant and more liveable using the ‘Active Centres’ urban development programme. There is an integrated urban development plan for the Dörpfeldstraße area. This is available, together with further information, on the district’s website (https://www.berlin.de/ba-treptow-koepenick/_assets/aemter-und-se/stadtentwicklung/stadtplanung/pdf/isek.pdf).
The commercial stock along the Dörpfeld road is geared to local needs and has a small mix of retail, services and food services. The centre of the district centre in Adlershof-Alt is the central supply area of the Dörpfeldstraße. The Centre has come to the years and shows strong functional and structural weaknesses. A small centre built in the second row of the Dörpfeldstraße is not properly visible and difficult to reach. Parking facilities for shopping on the Dörpfeld road are insufficient.
The aim of the forthcoming measures is to develop the Dörpfeldstraße commercial road into an attractive district centre of Adlershof. The quantitatively positive industry mix will be qualitatively prepared and presented together with dealers and owners. The functionality of the shopping street will be strengthened. Measures will be developed with traders, traders and service providers that are tailored to the location, its profile and the needs of the business road. With the support of business road management, traders and owners can better market themselves in the medium term. The conversion of the road is to be accompanied by intensive site management in order to minimise economic losses. An image campaign will be developed for the site as a whole with all stakeholders.
The following tasks are to be dealt with:
— Short-term analysis of existing problems, taking into account already existing materials and the recommendations to be drawn from them, and the development of implementation strategies.
— Business road management acts as a joint point of contact for the administration, the process controller and the IG Dörpfeldstraße.
— Establishment and institutionalisation of networks among professionals and working structures, including formal constitution (sustainability).
— Pooling of interests with the involvement of key stakeholders. This includes supporting local retail, commercial and catering businesses in the development of development concepts, marketing strategies and targeted publicity activities; Monitoring stakeholders and mediating between urban development objectives and entrepreneurship or ownership interests in resolving cross-land issues relating to the planning, development and design of public spaces; Contacts between resident and willing companies and landowners when searching for plots of land or commercial land; Inclusion and information and, where appropriate, acquisition of distribution services from SenStadtUm, BA T-K, BVV and specialised committees, IHK, HWK, Employment Office, Economic Promotion, Berlin Partners, etc.; Panel work: Participation and/or management of voting sessions and, where appropriate, in district committees, building meetings.
— Establishment/maintenance of a contact and information system for investors, project developers, commercial tenants and owners.
— Initiation and implementation of public relations and image-building measures through continuous press and public relations activities.
— Promote the ‘dein Treptow-Köpenick’ umbrella brand and develop a mark for Adlershof Alt, distinguishing and supplementing Adlershof Neu.
— Organisation of events, revivals of the brand and their self-employment/institutionalisation.
— Development of a communication concept with concrete recommendations for action.
— Site management: Coordination of traders’ concerns during the conversion of the Dörpfeld road; On-site dates with stakeholders involved in construction works and stakeholders in order to find constructive solutions to specific problems; Organising and moderating voting sessions with local businessmen, the civil engineering office, business development, planning and executing construction companies; Participate in the site control rounds convened by the civil engineering office in order to keep up-to-date information; Development of appropriate marketing elements together with trade and industry to compensate for business losses due to the impact of construction works; Informing all stakeholders about existing media.
— Advertising third-party funds/sponsorship.
— Vacancy management when needed.
— Development and profiling of a mix of uses and brownfields and, where appropriate, settlement management.
— Development of quality control strategies and continuous evaluation of work.
Business road management is financed through the Active Centres Berlin funding programme. The volume of the contract is approximately EUR 95000 per year (including material resources). The duration for business road management is from 1.1.2016 to 31.12.2019 (4 years). The funding commitment is not yet available, but is expected in the coming months. The duration may be extended up to twice for four-year periods.
This will be done on the basis of the available budget. There is no legal right to commission these services.
The project handlers should be available for the entire duration of the work in order to ensure continuous development both in cooperation with the contracting authority and other stakeholders, in particular local traders. On-site premises operated by a process controller are made available to business road management. The premises are also used by the social room coordinator and the litigation administrator.
In parallel to this procedure, the tax payer is also determined in separate proceedings.
