Description

The services tendered form part of the Multi-Donor Action ""Skills for Youth Employability, Entrepreneurship and Empowerment (S4YEEE) programme in Kingdom of Eswatini". It contributes to the EU"s Multi-Annual Indicative Programme 2021-2027. This Multi-Donor Action is co-financed by the European Union and the German Federal Ministry of Economic Cooperation and Development (BMZ). Specific Objective 1 is implemented by GIZ within the framework of the BMZ project "Employment promotion for women for the green transformation in Africa (WE4D)". The project goal is: "To support the youth, women and other disadvantaged groups, by enhancing skills through market-driven vocational education and training, and alliances with the private sector, for employability and self-employment." The project will focus on strengthening the capacities of TVET providers to offer inclusive access and quality training that responds to identified skills needs in targeted sectors: renewable energy/energy efficiency, agri-food/agro-processing, hospitality and sustainable tourism, ICT and creative industries, manufacturing including textiles. Direct target groups/beneficiaries of the project are: - Young people aged 15 to 35 with a specific focus on young women, representing 70% of participants in TVET programmes implemented, or supported by the project. - Public TVET colleges and private training providers that will benefit from institutional capacity development and improved training offers for youth, women, and other vulnerable groups. - Private businesses from pre-defined sectors with potentials in the green transformation and job creation. The contractor delivers services (Work Packages) to achieve the two project outputs: Output 1: Strengthened capacity of TVET providers to offer inclusive access and quality training that responds to identified skills needs in targeted sectors. Work Package 1.1: Setting up and implementing a criteria-based funding mechanism for demand-driven vocational training and active labour market measures. Work Package 1.2: Establishment of a TVET coordination mechanism at national level. Work Package 1.3: Capacity Development for Policy Coordination. Work Package 1.4: Support to Policy Implementation and Regulatory Environment. Work Package 1.5: Strengthening the EMIS Unit"s capacities for TVET system management. Work Package 1.6: Strengthening capacities of selected TVET provider organisations. Output 2: Strengthened involvement of private sector organisations in targeted sectors in the provision of decent employment, self-employment, and entrepreneurship, based on workplace-based learning and inclusive TVET, including digital and green skills development. Work Package 2.1: Capacity assessment of private sector organisations. Work Package 2.2: Private - Public dialogue platform on TVET and Active Labour Market Policies. Work Package 2.3: Establishment of in-company trainer development model. Work Package 2.4: Establishment of effective gender-responsive active labour market measures, e.g. career guidance, counselling, job matching and placement services for green professions Work Package 2.5: Establish support mechanisms for the integration of young people with informal or non-formal qualification and jobs into the formal TVET system and labour market. Work Package 2.6: Enhance existing training programmes on entrepreneurship and sustainable business development for young people and women venturing into green sectors Work Package 2.7: Improve capacities for trade testing and certification within the private sector for selected green occupations Work Package 2.8: Establishment of networks and support structures for institutional twinning partnerships with regional and international partners on TVET, ALMP, and Entrepreneurship support
