Description

Hankinnan kohteena oli rasvattoman maitojauheen interventiovarastointipalvelu, johon luetaan kuuluvaksi myös maitojauheen vastaanotto ja lähetys. Maataloustuotteiden interventiovarastointi on osa EU:n yhteistä maatalouspolitiikkaa ja sen tarkoituksena on vakauttaa maataloustuotteiden hintatasoa EU:n alueella. Interventiovarastointi perustuu Euroopan parlamentin ja neuvoston asetukseen (EU) N:o 1308/2013 maataloustuotteiden yhteisestä markkinajärjestelystä. Rasvattoman maitojauheen interventiovarastointitoiminnan tarkoituksena on tasapainottaa maitomarkkinoita ja se mahdollistaa maidon jalostajalle tietyn hinta- ja markkinatakuun, kun rasvatonta maitojauhetta ostetaan interventiovarastoihin Euroopan Unionin lukuun. Euroopan Unioni säätelee maataloustuotteiden interventiotoimintaa antamalla interventiomyyntiä, -ostoa ja -varastointia koskevia säännöksiä ja valvomalla niiden noudattamista. Ruokaviraston markkinaosasto vastaa rasvattoman maitojauheen interventiotoiminnan toteuttamisesta Suomessa. Ruokavirastolla on Suomen maksajavirastona velvollisuus ostaa ja varastoida kaikki interventiovarastoon tarjottu ja interventiovarastoinnin edellytykset täyttävä rasvaton maitojauhe. Interventiovarastointipaikkoja koskevat tarkemmat vähimmäisvaatimukset mm. vähimmäisvarastointikapasiteetti ja nimellistehon saatavuus sekä muut ehdot olivat määritelty hankinta-asiakirjoissa.
