Description
The object of the procurement is the hardware and software infrastructure (licences) that will support and ensure the security of the future ECRIS V case management system currently under development under the project ‘Development of the Electronic Case Management System – ECRIS V’ funded under the Operational Programme ‘Administrative Capacity’ 2014-2020 (POCA), as well as other current and future IT systems of the judiciary (such as those carried out according to the commitments under the National Recovery and Resilience Plan/NRRP), including related ancillary services (e.g. delivery and installation of infrastructure at beneficiary level, commissioning, configuration and testing, training, technical support, guarantee). The amount allocated to this acquisition will be borne by own funds (the state budget, including under the financing contract of the project financed by POCA) and by European funds (PNRR). The procurement involves the association formed between the Ministry of Justice as Associated Contracting Authority Designated and the PARKET WITH THE HIGH COURT OF CASATION AND JUSTICE as Associated Contracting Authority, in accordance with Article 44(2) and (3) of Law No 98/2016, as amended. The creation of the hardware and software infrastructure that will support the future ECRIS V system requires the implementation of up to 4 centralised infrastructures of ECRIS V beneficiaries, as follows: 1. the infrastructure of the courts, of the Ministry of Justice/ MJ and of the institutions subordinated to it; 2. the infrastructure of the Prosecutor's Office attached to the High Court of Cassation and Justice / PÎCCJ and its subordinate prosecutor's offices; 3. the infrastructure of the National Anticorruption Directorate/ DNA and its subordinated units; 4. the infrastructure of the Directorate for Investigating Organized Crime and Terrorism / DIICOT and its subordinate units. The categories of hardware and software licences to be procured for ECRIS V and other IT systems of the judiciary are described in ‘Annex 2 to the tender specifications - Centraliser of hardware and software products related to ECRIS V and other IT systems’. Number of days until which clarifications may be requested before the closing date for submission of tenders: 21 days NOTE: Under Article 161 of Law No 98/2016, as amended, to the extent that clarifications are requested in due time, the contracting authority’s reply to such requests will be published in SEAP at the latest on the 11th day before the deadline set for the submission of tenders (see deadlines in the contract notice published in SEAP). The consolidated reply to the clarifications sent by the economic operators will be published in S.E.A.P. at www.e-licitatie.ro, without revealing the identity of the person who requested the clarifications.
