Description

The Lapland Welfare Area procures freight transport services, vehicle transfer transport services and vehicle towing services to be implemented in different municipalities and regions of the Lapland Welfare Area, as well as freight transport services on the route from Oulu University Hospital to Länsi-Pohja Central Hospital and Lapland Central Hospital. There are a total of 70 areas of procurement. Tenders submitted by a tenderer may relate to one or more sub-sectors and the tenderer therefore has the possibility to be selected as a service provider for one or more sub-sectors. The Lapland Welfare Area procures transport services according to its own needs and does not commit to minimum purchase volumes in any of the areas subject to tendering. Contracts concluded by sub-area do not include a quantity purchase obligation. The length of the contract period in each sub-area is 24 months and includes the possibility of two (2) 12-month option contract periods. The service descriptions of the sub-areas, the delivery targets, routes and timetables, requirements concerning transport, transport equipment and the tenderer, matters concerning the indication of the price of the service, the grounds for decision-making and other matters relevant to the execution of the contracts to be concluded are specified in more detail in this invitation to tender and its annexes. SECTIONS 1 to 63: Subdivisions 1 to 63 concern goods transport services so that the 21 members of the Lapland Welfare Area each form three subdivisions according to the volume of the vehicle. Breakdown by volume of vehicles: vehicles with a volume of less than 6 m3, (b) vehicles with a volume of between 6 m3 and 19 m3 and (c) vehicles with a volume of more than 19 m3. - Subdivisions 1-3: Enontekiö vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 4-6: Inari vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 7-9: Kemi vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 10-12: Kemijärvi less than 6 m3, 6-19 m3 and more than 19 m3 vehicles - subdivisions 13-15: Keminmaa vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 16-18: Kittilä for vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 19-21: Vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 22-24: Muonio vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 25-27: Pelkosenniemi vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 28-30: Field with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 vehicles - subdivisions 31-33: Posio for vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 34-36: Ranua vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 37-39: Rovaniemi vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 40-42: Salla vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 43-45: Savukoski vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 46-48: Simo vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 49-51: Sodankylä vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 52-54: Tervola vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 55-57: Tornio vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 58-60: Utsjoki vehicles with a volume of less than 6 m3, 6-19 m3 and more than 19 m3 - subdivisions 61-63: Ylitornio vehicles with a capacity of less than 6 m3, 6-19 m3 and more than 19 m3 Transport can be carried out in all of the above areas either within the membership in question or to other member municipalities of the Lapland Welfare Area. In subdivisions 1-63, the procurement of transport services is subject to a framework agreement. For sub-area-specific framework agreements, the three (3) best tenderers who have submitted an admissible tender for the sub-area will be selected. The matters related to the framework agreement are described in more detail in the subject matter of the contract. SECTIONs 64-66: Subdivisions 64-66 concern the transport services of vehicles of the Lapland Welfare Area from the member municipalities of the Lapland Welfare Area to service shops located either in Kemijärvi, Rovaniemi or Kemi/Keminmaa. - Subdivision 64: Transfer transport services of vehicles of the Lapland Welfare Area to Kemijärvi - subdivision 65: Transfer transport services for vehicles of the Lapland Welfare Area to Rovaniemi - subdivision 66: Transfer transport services of vehicles from the Lapland Welfare Area to Kemi and Keminmaa. For subdivisions 64-66, one (1) service provider is selected for each subdivision. SECTIONS 67-69: Subdivisions 67-69 concern the towing services of vehicles of the Lapland Welfare Area from the member municipalities of the Lapland Welfare Area to service shops located either in Kemijärvi, Rovaniemi or Kemi/Keminmaa. - Subdivision 67: Towing services for vehicles in the Lapland Welfare Area to Kemijärvi - subdivision 68: Towing services for vehicles in the Lapland Welfare Area in Rovaniemi - subdivision 69: Towing services for vehicles in the Lapland Welfare Area in Kemi and Keminmaa. For subdivisions 67-69, one (1) service provider is selected for each subdivision. SECTION 70: OYS-LPKS-LKS Sub-area 70 concerns freight transport services from Oulu University Hospital to Länsi-Pohja Central Hospital (Kemi) and, alternatively, to Lapland Central Hospital (Rovanieme). One (1) service provider will be selected for sub-area 70.
