Description

The City of Lohja will tender internal postal transport between the city's different offices for the period 1.8.2025 - 30.6.2028 (option 30.6.2029). Earlier in 2025, the same site was part of the school transport tendering of the City of Lohja (item 11), but it has been decided to discontinue the acquisition of the site and reopen the tendering process. As a rule, a postal transport vehicle operates between different offices in the city, transporting internal mail. Traffic is available on all weekdays throughout the year. In the event of a public holiday, transport for the day in question will not be driven. The offices between which transport is carried out may change during the contract period. Transports are planned, scheduled and monitored using the Movit driving system, for which the vehicle must have a device on which the Movit application is installed. The car will have a city phone with the city's telephone line. The phone number is in the city's internal telephone directory. The phone may receive enquiries from different city units, but the units are not allowed to agree on transport changes. Any transport changes will be reported in public transport services and updated in the Movit programme. The property includes guarantee kilometres 50 km/day, for the excess part the service provider will charge the kilometre allowance according to the offer. In addition to regular postal rotation, other transport orders, such as regular school transport, may also be possible, if this is possible on a scheduled basis. The city pays transport compensation only for transports ordered by the city (routes). The city's service structure may change during the contract period. The customer reserves the right to change the transport due to changes in the locations or the nature of the operations. This may also have an impact on transport routes, timetables and kilometres to be paid for. Indoor mail is transported on weekdays from Monday to Thursday from 9.00 to 12.00 and from 13.45 to 15.45 and Fri from 9.00 to 12.00 and from 13.45 to 14.45. When the city house Monkola is closed in the summer and at Christmas time, there will be changes especially in the afternoon transports. The transport of internal mail takes a total of around 4-5 hours a day. On school days, school transport may also be allocated to a car, provided that the statutory driving times are not exceeded. During school holidays, several transport destinations (e.g. schools and day care centres) close in stages and the number of visits to different destinations may decrease. School transport vehicles do not have an actual period of encumbrance. The transports are planned in accordance with the statutory driving times. Transportation is provided according to school schedules. In basic education, teaching hours are usually between 8:00 and 16:00, with the exception of Jalava School, where some pupils may start their treatment at 7:00. The first students can board at approximately 6:00 a.m. and the last students can leave at approximately 5:00 p.m. to 5:30 p.m. In addition to the city's internal mail, the city mail is collected daily from the post office and delivered to Lohja City Hall in the morning on schedule and back to the post office in the afternoon. The service includes picking up items of correspondence and postal parcels at the post office, delivering them to City Hall and delivering them to the relevant office in connection with normal postal circulation. The goods to be transported (mainly mail) will be delivered to the designated location at each location and the mail to be transported from the specified location at each location will be taken forward. Offices vary from day to day. Offices may have small-scale mail transfers from transport logs to transport boxes or folders. There is also a food delivery service to one destination on school days. In the case of food transport, a declaration of commencement of operations must be submitted if no such declaration already exists. Notification of the commencement of operations is made to Ilppa: The operator's notifications online service or the forms found on the environmental health services' lohja.fi website. The service is subject to a charge and the operator is responsible for the service fees. Food is transported in closed boxes. A hygiene passport is not required. In some locations, transport requires separate keys for picking up/exporting mail, these keys must be acknowledged by the transport operator from the city for its use. Transports also require the pick-up of letter items and postal parcels from the post office, in which case the driver will acknowledge the items when picking them up. The invoicing of the destination must be on its own invoice and itemised in its own product lines, postal transport and school transport, even if the selected service provider has other invoicing items from the City of Lohja. This speeds up the processing of invoices in the city's organisation. It requires 1+8 seats. There must be enough space in the car for small items of goods.
