Description

The purpose of this consultation is to appoint a service provider for a project management assistance mission under the public utility declaration (DUP) procedure relating to the project to create an Economic Activities Zone in Bouilly in the territory of Troyes Champagne Métropole. This mission concerns the preparation and finalisation of the DUP file and the support of Troyes Champagne Métropole in all the procedures for the implementation of regulatory and operational procedures aimed at expropriation. In accordance with Article L2113-10 of the Public Procurement Code, this consultation is combined as follows: Lot 1: AMO for the creation of the ZAC of the Bioeconomy Park in Saint-Lyé; Lot 2: AMO for the DUP procedure for the creation of a ZAC in Bouilly. This consultation concerns only Lot 2. Lot 1 has already been the subject of a separate consultation. This contract is divided into two phases: -Phase 1: Administrative phase broken down as follows: Phase 1.1 Pre-DUP investigation Phase 1.2: Parcel survey - Phase 2: Judicial phase. This public contract will lead to the conclusion of an ordinary contract and will be treated at mixed prices. In the case of services treated at a total and flat-rate price, they are concluded for the amount fixed in Article D1 of the act of undertaking. Pursuant to Article R2162-4.1° of the Public Order Code, the services processed at unit prices are concluded for the unit prices in the unit price schedule and up to a maximum amount of EUR 12 000 excluding VAT valid over the period of validity of this contract. The contract shall be valid for three years from the date on which it is notified to the contractor. The time limits for performance are laid down in Article E2 of the IA.
