Description

This notice is a request for information and does not call for tenders. Answering or not responding to a request for information shall not prevent participation in a potential procurement procedure. The request for information does not oblige the contracting entity to carry out the actual procurement procedure. All information provided in this request for information is preliminary and indicative, and the request for information is not binding on any solution. No compensation shall be paid to market participants for responding to a request for information or for participating in any market dialogue. This request for information concerns the possible purchase of two flow cytomets for the HUS Diagnostic Center's Special Haematology Laboratory. The device sought should be a CE/IVD approved flow cytometer, already in clinical use, recording at least 12 fluorochroms and two photo-scattering properties simultaneously, together with its peripherals. The laboratory currently uses 2 FACSCanto System and 2 FACSLyric flow cytomets. The equipment would be purchased to replace the FACSCanto System equipment. In addition, the customer may also need to replace FACSLyric devices in the future. Files are analyzed using Becton Dickinson's FACSDivaTM and Cytognos' InfinicytTM software. Approximately 8,000 flow cytometric studies are conducted annually at the laboratory, including diagnostic and prevalence studies of haemato-lymphatic malignancies, treatment monitoring/residual disease studies of the above diseases, immunological studies, CD34 positive stem cell assays and fetomaternal bleeding detection studies. The laboratory serves, for example, HUS Cancer Center and Children's and Young People's Diseases business units, which participate in Nordic and international treatment programmes. Flow cytometric residual disease analysis is part of the paediatric acute leukemia and myeloma treatment programmes and has been instructed to be carried out in a uniform manner in all laboratories of the clinics participating in the treatment programmes. The instructions include adjusting the voltages of photomultiplier tubes (PMTs) to the agreed level, using certain antibody panels and running 5-10 million events in a single file. The equipment that may be purchased must be able to carry out residual disease examinations as required by the treatment programmes and its files should be able to be analysed with the analysis programmes used in the laboratory or similar. Subsequently, the supplier may also be able to offer its own corresponding analysis programme. The detailed equipment requirements are described in Annex 1 to this request for information. In addition, Annex 2 describes the characteristics valued by the subscriber, in relation to which market participants are invited to present their own options and proposals. We kindly ask market participants to send their responses to this request for information by e-mail to kilpailutus.laboratorio@hus.fi with the subject "REQUEST FOR INFORMATION: Flow cytometers for special haematology laboratory". In response to this request for information, we ask operators to: - Any comments or views regarding the equipment requirements (Appendix 1). - A description of the extent to which the matters valued by the client (Appendix 2) are or are not realised. - Other possible comments or views of the operator regarding possible future competitive tendering, and its implementation. - The brochure of the device, as well as other possible documents that the market operator considers important. Replies are requested by 5 February 2025 at the latest. HUS also reserves the possibility to engage in a market dialogue with the market operators that responded to the information request. If a market participant is interested in participating in a possible market dialogue, the reply is also requested to provide contact details for the purpose of agreeing on a possible market dialogue.
