Description

The county town of Unna (hereinafter also: "Contractor") currently provides the Ernst-Barlach-Gymnasium Unna (Seminarstraße 4, 59423 Unna) and the school at Friedrichsborn (Friedrich-Ebert-Straße 113, 59425 Unna) with heat on their own. For this purpose, it operates heat generation plants in its properties, which are owned by it. The contracting authority intends to purchase the heat for the two schools in the future as part of a so-called contracting model and to largely surrender responsibility for the facilities. The contractor is to take over the existing plants for this purpose on a lease, operate them himself and use them for the heat delivery owed. Both existing heat supply systems are in urgent need of refurbishment. The technical condition of the installations is set out in detail in Annex 1.1 to this invitation to tender ('Installation condition'). Within the framework of the 15-year contracting model, the contractor is obliged to refurbish the existing plants after conclusion of the contract by 31.12.2025 in accordance with the specifications of the district town of Unna. A refurbishment plan is already in place for this. This includes the performance phases 1 to 6 of the HOAI. The existing plans, which can be seen in Annex 1.2, will be made available to interested tenderers via the communication function of the procurement portal, subject to the submission of a signed confidentiality declaration (Annex 9). The refurbishment of the heat supply plants is being considered by the district town of Unna with a pre-financing of the refurbishment measures in the amount of EUR 1,432,000. Funding of EUR 868,801.65 can still be used for the renovation of the two heat supply plants. These are subsidies that are available to the district town of Unna on the basis of a funding notice pursuant to Section 5(2) of the Municipal Investment Promotion Act (Stadtanlageförderungsgesetz, KInvFG), attached as Annex 10, as a previously unused partial grant amount. The funding requirement for the intended use of funds is that the restructuring measures are completed (i.e. accepted) and cleared by 31.12.2025. The objective of the district city of Unna is that the advance funding of EUR 1,432,000 provided by the district city can be partially refinanced with the funding of EUR 868,801.65.
