The subject of the contract is the supply of a sound and aural alert system for the population in the framework of the implementation of the Civil Protection and Civil Defence Programme for the years 2025-2026 and includes: a) installation and installation of electronic audible and aural alarm and warning points for the population about threats and crisis states, while maintaining the same functioning in the system already existing in the following address points in Wrocław: ● ul. Żmigrodzka 141 (the building of the Lower Silesian Tax Office); ● ul. Chopina 9b (primary school building No. 36); ● ul. Cooperative 2A (building XI High School); ● ul. Karpnicka 2 (School and Preschool Complex building No 20); ● ul. Osobowicka 127 (School and Preschool Complex building No. 5); ● ul. Wietrzna 50 (School and Preschool Complex building No. 16); ● ul. Szkocka 64 (School Complex building No. 3); ● ul. Sołtysowicka 21 (Building of the Municipal Police Headquarters in Wrocław); ● ul. Wejherowska 34 (building of Wrocław Training Centre SPARTAN Sp. z o.o.; ● ul. Zwycięska 8a (Preschool building No. 23); ● ul. Ślężna 2/24 (Technical Building No 18). b) Delivery of GSM controllers and their integration with existing SmartControl controllers in 55 warning sirens on the basis of a list of points provided to the Contractor by the Contracting Authority before commencing work; c) reconstruction of system elements at the alarm point at ul. Małopanewska 5; • Motorola TETRA radio or equivalent; • 80 Ah buffer batteries – 2 units; • SmartControl controller with integrated GSM controller; d) supply, installation, configuration and commissioning of a brand new rack server dedicated to the operation of the central siren management system, together with the necessary equipment and software. e) provide detailed technical documentation, including a precise description of the installation and configuration of each component of the hardware and software. f) provide the necessary documents certifying the legality of the use of the system components (licences) - if any. g) provide all the equipment and equipment necessary to perform the contract. h) add the newly created point to the existing TetraHorn alarm point database (central and mobile controller). i) obligation to rebuild the existing alarm points: • if the solution offered requires a change in technology, system architecture, control method or communication protocols, the Contractor shall be obliged, within the tender price, to: • rebuilding or upgrading all 55 existing alarm points, • making 11 new alarm points, migrating the configuration of the existing system, • ensuring full cooperation of all 67 alarm points, • providing all required licenses, interfaces and communication devices, • performing functional tests of the entire system. The offered system must ensure full technical and functional compatibility with the existing infrastructure with parameters and functionalities not inferior to those of the current system. The Contracting Authority does not provide for additional remuneration for adapting the existing infrastructure to the solution offered by the Contractor.
