Description

The Association Region Stuttgart intends to commission the provision of rail transport services on the lines of the Stuttgart S-Bahn as the responsibilities of local rail passenger transport (SPNV). The Stuttgart S-Bahn is expected to include lines S1/S11 (Kirchheim/Teck – Plochingen – Herrenberg), S2 (Schorndorf – Filderstadt), S3 (Backnang – Flughafen/Messe), S4/S40 (Backnang – Marbach (Neckar) – Stuttgart-Schwabstraße), S5 (Bietigheim-Bissingen – Stuttgart-Schwabstraße) and S6/S60/S62 (Weil der Stadt/Böblingen – Stuttgart-Schwabstraße), as well as KBS 761 (Kleine Teckbahn) (Kirchheim (Teck) – Oberlenningen) and KBS 790.11 (Schusterbahn) (Kornwestheim Pbf – Stg-Untertürkheim Pbf). A part of the vehicle fleet will be provided by the taskmaster. For this purpose, he will purchase 56 ET 430 vehicles from the current operator of the Stuttgart S-Bahn. The framework conditions for the provision of the vehicles will be the subject of negotiations in the procurement procedure. According to the current state of play, it is not yet clear whether the Verband Region Stuttgart will also allow second-hand vehicles provided by the RU. This will also be the subject of the negotiations. The task holder also wants to promote competition by already providing for the possibility for the future operator to commission the old operator as a subcontractor for partial services as part of a ‘run-in phase’. Addition to point 5.1.3 of this notice: The duration of the transport contract will be the subject of negotiations in the procurement procedure. As things stand at present, the Verband Region Stuttgart does not rule out the possibility that the contract may have a longer term than the maximum period of 15 years provided for in the Regulation, in principle, in accordance with Article 4(4) of Regulation (EC) No 1370/2007.
