Description

This contract concerns the monitoring of OPAH and the general coordination of OPAH.
3 axes structure the objectives of this OPAH with no preferential order: maintaining the attractiveness and dynamism of this neighbourhood, welcoming new households and strengthening the social occupation of the private park, diversifying and reskilling the existing housing stock.
The qualitative objectives pursued by this OPAH are:
— opening up the rental fleet by increasing incentives for BC to carry out below-market rents,
— bringing the smallest OPs into line with housing standards and taking into account energy poverty,
— improvement of the private park (combating insalubrity, indecency of housing, restoration of the common areas, improvement of the safety, health and equipment of the housing, etc.),
— adapting housing to disability,
— encouraging the use of technologies to promote sustainable development and energy savings with a view to controlling loads (“DPE” will be carried out before and after work in order to quantify the gain),
— combating vacancy,
— the reclassification of Copro in difficulties and the upgrading of the common parties to the standards,
— the enhancement of the architectural and urban heritage,
— the development of public and urban areas initiated by the municipality,
— support for the revitalisation of the city centre’s commercial activity,
— the construction of social housing as part of the PRU.
The quantitative targets over 5 years are as follows:
PO Log. Indigne or very degraded 10 – OP Energy/handicap/Other 95 – PB Log. Unstable or very degraded 30 – PB LI, social or very social partner 20 – Copro in difficulty 26.
In addition to these annual quantitative targets, a vacancy of 7 dwellings per year is added.
Under the ANRU Convention, the city has committed itself to building 20 social housing units within the perimeter.
