The Covid-19 outbreak has given rise to an urgent need for provision of the Improving Access to Psychological Therapies (IAPT) service via a new short term contract (effectively continuing existing service provision). Under the Public Contracts Regulations 2015, the contracting authority considers Covid-19 to be a state of urgency that has been brought about by circumstances which a diligent contracting authority could not have foreseen. A response to the pandemic is therefore required in order to safeguard public health risks and risk to life by securing safe and continued service provision.
Accordingly, North East Hampshire and Farnham Clinical Commissioning Group (CCG) has decided to enter into a contract with North Hampshire Urgent Care (Talkplus) using the ‘competitive procedure without prior publication for reasons of extreme urgency’ (Reg 32(2)(c) PCR 2015).
