The need to achieve this acquisition derives from the permanent objective of the health unit to ensure patients access to modern, efficient and safe medical services, by using state-of-the-art medical equipment, the performance of which directly contributes to improving the medical act, increasing the accuracy of diagnosis, streamlining treatment and diversifying the medical services that can be provided to patients and future beneficiaries of medical services provided by the hospital. At the same time, given the fact that the medical unit is undergoing an extensive process of modernization, refurbishment and progressive endowment, the use of the procurement mechanism through the framework agreement, for a period of 24 months, allows the contracting authority to carry out flexible and staged procurements, correlated with the real needs of the hospital and with the financing sources identified later. The use of the framework agreement aims, on the one hand, to contract medical equipment and devices that are in line with the technological evolution and current standards on the market, thus avoiding the risk of moral, technical or technological overrun of the products purchased, and, on the other hand, to create the necessary framework for accessing and using efficiently the various sources of financing, namely own funds, national funds, as well as external or international non-reimbursable funds.The products to be purchased under this framework agreement are structured into separate lots, according to the technical specifications provided in the tender specifications and the related annexes.Economic operators, possibly tenderers may submit requests for clarifications no later than 19 days before the deadline for submission of tenders and the contracting authority has the obligation to respond no later than 12 days before the deadline for submission of tenders.
