SZP/243-117/2025 Adaptation and retrofitting of existing simulation rooms and CSM debriefing and management systems for Objective Structured Clinical Examination (OSCE) - 6 positions. 1. The subject of the contract is the adaptation and retrofitting of existing simulation rooms and CSM debriefing and management systems for the organisation of Objective Structured Clinical Examinations (OSCE) – 6 positions. 2. Place of delivery: Wrocław University of Technology, ul. Hoene-Wrońskiego 13c, Wrocław, Poland C-20. 3. A detailed description of the subject-matter of the contract can be found in Annex 3 to the CVT – OP, respectively. 4. The detailed scope of performance of the subject-matter of the contract, which is the draft provisions of the public procurement contract, can be found in the model contract, constituting Annexes No. 2 to the SWZ. 5. The delivered subject of the contract must be brand new, unexposed at exhibitions, complete and technically efficient. ‘Factory new’ shall mean the subject-matter of the contract originally packaged and not used before the date of delivery, with the exception of the use necessary to carry out a test of its correct operation after production. The subject of the contract must be free from any physical and legal defects and claims of third parties. 6. The required deadline for the implementation of the subject of the contract is: up to 4 weeks from the date of signing the contract. 7. In accordance with Article 257 of the Public Procurement Law, the Contracting Authority provides for the possibility of cancelling the procedure in question if the funds that the Contracting Authority intended to use to finance all or part of the contract have not been granted to it. 8. The contracting authority provides for the application of the so-called reverse procedure referred to in Art. 1 PPA, i.e. The Contracting Authority will first examine and evaluate the tenders and then select the Contractor whose tender has received the highest score in terms of the lack of grounds for exclusion and fulfilment of the conditions for participation in the procedure. 9. The Contractor shall be bound by the tender from the closing date for the submission of tenders until 24/09/2025 (90 days). 10. The tender must consist of: 10.1. (if applicable) Declaration by economic operators jointly applying for a contract - in accordance with Art. 4 of the PPA. 10.8. This means of proof – the technical specifications – enabling compliance to be established with the requirements of the contracting authority set out in Annex 3 to the OPZ (together with information for contractors, if any). In accordance with Article 107 of the Public Procurement Law, if the Contractor has not submitted the evidence in question or if the evidence submitted is incomplete, the Contracting Authority will call for it to be submitted or supplemented within the prescribed period. This rule does not apply if the evidence in question serves to confirm compliance with the characteristics or criteria set out in the description of the tender evaluation criteria, i.e. the provision of information assessed in the tender evaluation criteria by the Contractor is not subject to supplementation/submission pursuant to Article 107(3) of the Public Procurement Act, or despite the submission of the evidence in question, the tender is rejected or there are grounds for cancelling the procedure. 11. Contractors may apply for the award of the contract who are not subject to exclusion on the terms set out in Chapter VI of the SWZ, and meet the conditions for participation in the procedure specified by the Contracting Authority. 12. Contractors may apply for the award of a contract if they fulfil the conditions relating to: 12.1. the ability to perform in business transactions, the Ordering Party does not impose a condition in the above scope. 12.2. the right to conduct a specific business or professional activity, if it results from separate provisions, the Ordering Party does not impose a condition in the above scope. 12.3. the economic or financial situation of the Ordering Party does not set a condition in the above scope. 12.4. the technical or professional capacity of the Ordering Party makes a condition in the above scope. The Contracting Authority will consider the condition to be fulfilled if the Contractor demonstrates that he has duly carried out in the last three years before the deadline for submission of tenders, and if the period of activity is shorter - during this period, at least one delivery of the debriefing and CSM management system for the organisation of examinations with a gross value of at least PLN 1 000 000.00.
