Object of the tender
Optimising the PE system towards lived, systematic talent management should increase implementation and impact, reduce complexity and increase acceptance.
The objective of carrying out the external consultancy service is to optimise the existing modular PE system as part of the overall HR management of the BA and its implementation in a way that is impact-oriented. The focus is on optimising potential analysis (transparency over existing potentials) as a starting point for systematic support through talent management, process streamlining and improved system application by managers. The further development of the PE system should also help to improve the impact of the PE system through more self-initiatives, “entrepreneurship” thinking and action as a transversal competence of users.
As a first step, a brief analysis shall be carried out by the external service provider. On the basis of the results of the IST analysis, advice is given on conceptual and process adjustments in the existing PE system towards systematic talent management, taking into account the BA framework conditions. The concepts are to be optimised under the control of the BA expert.
The advice also includes the optimisation of the capacity of the relevant designers (managers and human resources consultants) with a view to improving the analysis of potential, in particular optimising the quality of development conferences (review rounds). This includes, in particular, drawing up a skills strategy and monitoring implementation through a multiplier approach. This is the main focus of the advice.
