Description

Subject of the contract: ‘Selection of an operator for the issuance, provision and administration of food vouchers in electronic form for employees and workers in the municipality of Dolni Chiflik’. The subject of this public procurement is a ‘service’ within the meaning of Article 3(1)(3) of the Public Procurement Act. The provision of the social benefits determined in accordance with Article 293 of the Labour Code will be carried out through electronic food vouchers in accordance with the requirements of Article 209a of the CITA and Regulation № 7 of 9 July 2003 on the conditions and procedure for issuing and withdrawing a permit to operate as an operator of food vouchers in paper and electronic form, for issuing food vouchers in electronic form, the characteristics of the issued food vouchers in electronic form and carrying out activity as an operator (Title suppl. (amend. - SG 99/2023, in force from 01.01.2024). Quantity and volume: Approximate number of employees: about 260 persons who will receive food vouchers for the period of validity of the public procurement contract, namely 24 (twenty-four) months or until the financial resources are exhausted, whichever is the earlier. The contract shall enter into force on the date of receipt of a letter of invitation to tender for the commencement of the activities covered by this contract. Electronic food vouchers should ensure the provision of food products at food retail outlets under the Food Act with which the Contractor has concluded contracts as a food supplier. Electronic food vouchers are issued and provided on an electronic medium, a physical card, following specific requests from the Contracting Authority to the Contractor, indicating the number and value of the vouchers requested. The technical requirements of the Contracting Authority and the activities included in the subject of the public procurement are set out in the Technical Specification. The Contracting Authority shall define the technical specifications in accordance with Article 48(1) of the Public Procurement Act, in accordance with the requirements of the applicable regulations in the relevant field.
