Description

The object of the study is to update the existing situation/architectures/plans - sections/E-M, to prepare a final study and implementation study (architecture and E/M study) with the required interventions for the upgrading of the Tositsa Building, the Polytechnic complex on Patission Street, the Passive and Active Fire Protection study, the Accessibility of a Building Project by People with Disabilities study and the issuance of the building permit with the required certificates and approvals, The proposed interventions will move on the following axes: Renovation Interventions (Building) and Upgrading of E/M Installations (Electromechanical). ESTIMATED VALUE - FINANCING - CONTRACT DEADLINE The estimated value of the contract is 559.203,18 € (excluding VAT) and includes the estimated fees of the following individual study categories: 1. €238.828,98 for a category study (6) Architectural, 2. €247 434.66 for study category (9) Mechanical, Electrical, and €72 939.55 for unforeseen expenses. 5% of the initial contract value excluding VAT for the additional payment (premium) referred to in Article 15A of this Decision. The additional payment shall be made upon completion of the contract within the time limit. The study is funded by appropriations from the Sectoral Development Programme of the Ministry of Education, Religious Affairs and Sports, under Call 7539 (ref. 10638/Β9/Φ32/100 and ADA: 65C646NPD-9MA): "Modernization, renovations and upgrades of buildings and other infrastructure of the National Technical University of Athens" in accordance with the Decision on the Inclusion of the Act "STUDY RENOVATION OF THE TSOITSA AND MAX BUILDING OF NTUA" with MIS Code 5224370. The funding body is the Ministry of Education, Religious Affairs and Sport (Ministry of Education, Religious Affairs and Sports) with code SANA346 and the act number is 2024NA34600050. A positive opinion of the Ministry of the Interior or a presumed positive opinion on the procedure for the award of the contract is a condition for the financing of the operation. The study is subject to the statutory deductions of 0.1% in favour of the operational needs of the Single Public Procurement Authority in accordance with Article 7(3) of Law 4912/2022, as well as the deduction of 0.02% in favour of the development and maintenance of the IIS ESIDIS, in accordance with Article 36(6) of Law 4412/2016. This contract is not divided into lots and is awarded as a single whole due to the fact that it concerns the implementation of an implementation study for the total renovation of the TSOITSA building and the MAX building in the Patission Complex of the NTUA and the studies must be implemented as a single project. The physical object units, quantitative data and unit prices used for the calculations of the above estimated fees are detailed in the public procurement file. Economic operators are required, in order to submit the technical and financial tender, to study the technical elements of the project, and their financial tender includes their total remuneration for the entire object to be studied, as specified in the public procurement file. In this respect, it is presumed that the contractor took into account, during the study of the Public Procurement File, the possibility that the quantities of physical object units mentioned in the issue of the estimated remuneration do not correspond to the final quantities that will be required for the preparation of the study and formed his financial offer accordingly. If disputes arise, Article 186 of Law 4412/2016 shall apply. The starting date of the Contractor's contract deadlines shall be the date on which the contract is signed. The total deadline for the completion of the subject of the contract is set at three hundred (300) calendar days from the signing of the contract. The contracting authority reserves the right to fix, when signing the contract, a later starting point for the contract deadlines. It should be noted that, in accordance with Article 188(6) of Law 4412/2016, following the start of construction of the project for which this study is being carried out, the main designers are awarded a contract in order to be required to participate as Technical Advisors/Designers in its execution in accordance with the more specific provisions of Decision ΔΝΣβ/92783π.ε./ΦΝ 466/10.09.2018 of the Minister for Infrastructure and Transport entitled ‘Determination of tasks and responsibilities of the main designers as Technical Advisors/Designers during the execution of the project, the content of the contract signed with the Head Authority of the project, the method of payment for the services and any other relevant matter’ (Government Gazette, Series II, No 4203). PARTICIPATION GUARANTEE In order to participate in the tendering procedure, a deposit of eleven thousand one hundred and eighty-five euros (EUR 11 185) is required. In the case of an association of economic operators, the guarantee of participation shall include the condition that the guarantee covers the obligations of all economic operators participating in the association. The participation guarantee must be valid for at least thirty (30) days after the expiry of the period of validity of the tender referred to in Article 13.6 of the invitation to tender, i.e. until 27/9/2026, failing which the tender will be rejected. The contracting authority may, before the expiry of the tender, require tenderers to extend, before their expiry, the period of validity of the tender and the guarantee of participation.
