The object of this contract is the drafting of environmental license projects or technical documentation for environmental communication, as appropriate, of different buildings of the University of Barcelona, in accordance with current regulations, Law 20/2009 of December 4 on environmental prevention and control of activities, and in accordance with what is described in the technical specifications. The aforementioned procurement is considered a service contract, of an intellectual nature, since its subject matter is covered by Article 17 and provision 41 of Law 9/2017 of 8 November 2017 on public sector contracts, which transposes into Spanish law the directives of the European Parliament and of the Council 2014/23/EU and 2014/24/EU of 26 February 2014 (LCSP). Second phase - Determination of the specific regulations to be complied with - Consultations with the administrations involved for the processing of the files, both municipal (Urbanism, Activities, *SPCPEIS, District, Heritage ...) and, if tertiary, regional (*OGAU) - Determination of the modality and the specific procedures that affect each of the files to be processed - Drafting of the Environmental Technical Report, with the Fire Protection Annex - Processing before the City Council and, if tertiary, other administrations and / or Environmental Control Entities, of the files until obtaining the favorable reports, especially those of the Civil Protection, Prevention, Fire Extinction and Rescue Service (*SPCPEIS). This includes the correction of the amendments resulting from this procedure, as well as the possible drafting of the consolidated final documents. Third phase - Determination of the corrective measures necessary to correct the deficiencies detected, according to the documentation finally validated in the Environmental Technical Report and the Fire Protection Annex. - Economic evaluation, at the level of the preliminary draft, of the corrective measures, and determination and planning of the process necessary for their execution The drafting of the basic and executive projects of the works and of the facilities necessary for the correction of the corrective measures is excluded. The execution of all phases will be formalized in a single contract. Lots The object of the contract is divided into different lots, according to territorial and teaching criteria. These lots, with the corresponding buildings, are: Lot 1: Faculty of Health Sciences - Bellvitge Campus - Government Pavilion Building - Aulario - Aulario Nuevo - Animalario - Modular Lot 2: Faculty of Law - Main Building - Tomás y Valiente Building Lot 3: Faculties and other buildings of Diagonal Sur - Faculty of Earth Sciences - CCiTUB Building-Scientific and Technological Centers UB Lot 4: Faculties and other buildings of Centro Ciudad y Diagonal - Faculty of Information and Audiovisual Media - Juliana Morell Building - Pink Pavilion Each lot defines a coherent area from the territorial and/or academic point of view. The number of files of environmental regularization of each lot will be determined by the number of buildings that compose it, by the type of processing they require, by the administrative background and by the operational convenience that results from the analysis process.
