Description

The subject of the public contract is the construction of a new heat source with the change of the fuel base to a renewable energy source in combination with high-efficiency cogeneration. The objective of the public procurement is to reduce CO2 emissions by ending coal combustion, improve energy efficiency, reduce operating costs, and increase the overall efficiency of production processes. The subject-matter of this public contract is the supply of a boiler under the Design & Build scheme (one technological unit) or the implementation of the ‘Boiler B14’ project, the essence of which is the supply of a new biomass fluidized bed boiler using fuel biomass as primary fuel and the execution of related construction works. It is therefore a complex supply of fluidized bed boiler, which also includes construction works, installation and connection to a sophisticated connection system for all necessary media such as feed and cooling water, steam, flue gas, ash management, SNCR system, etc. The project also requires the construction of electrical distribution and control system. For the avoidance of doubt and to avoid any questions aimed at clarifying the tender documentation, the contracting authority expressly points out that this public contract is awarded in the DESIGN & BUILD (i.e. design & characters) mode, or the contracting authority establishes the technical conditions for the execution of the work by setting parameters expressing performance or functional requirements.
