Description

The City of Helsinki requests your offer for the construction of public charging stations for electric vehicles in public areas owned by the City of Helsinki. The charging stations to be tendered are located in the locations specified in the general plan for electric vehicle charging stations drawn up by the City of Helsinki. All charging stations are intended for public use. For the purpose of this competitive tendering, 42 sites have been selected from the general plan for charging stations for electric vehicles drawn up by the Contracting Entity, for which preliminary traffic plans have been drawn up. Preliminary traffic plans are set out in Annex 1.3 of the invitation to tender. The City does not participate in the financing or implementation of charging stations or related investments in any other way. In accordance with the decision of the Helsinki City Board, the city contributes to the creation of public charging stations in public areas on a commercial basis. In this case, the City grants operators the right to use street space for charging activities and grants the necessary permits for the placement of charging devices in public areas owned by the City. The Supplier's task is to provide the Users with the Service and to ensure the daily operation of the Charging Stations. The Supplier is responsible for the planning and implementation of the charging stations and the charging infrastructure required by them, the commissioning, maintenance, servicing and operation of the Service of the charging stations, as well as the necessary user support for the End Users. The Supplier pays the City of Helsinki rent in return for the right to use it, as stated in the Licence Agreement appended to the invitation to tender. The supplier is responsible for, among other things, the permit procedure and bringing the necessary electrical connection to the charging stations. After the end of the contract period, the subterranean structures and electricity connections will remain the property of the Contracting Entity free of charge. The tenderer undertakes to remove the Charging Stations and other above-ground structures and to restore the land under its control at the end of the contract period. The Contract may be signed at the earliest when the Contracting Entity is able to conclude the Contract without hindrance from the Act on Public Contracts (1397/2016). If the signing of the contract is delayed and enters into force after 1 May 2024 and the delay is caused by the Customer, the delay will be taken into account in the delivery schedule accordingly. The Agreement shall be valid for a fixed period of ten (10) years from the date of signature of the Agreement (hereinafter referred to as the "Agreement Period"), during which time, according to the Client's estimate, the Supplier, as the licensee, can reasonably expect to recoup the investments it has made in order to provide the Service and to obtain a return on the capital invested and the investments made to achieve the objectives of the Agreement.
