Description

The Welfare Region of South Karelia invites tenders for the LVJ contract (side contract) of the Imatra fire station, which includes plumbing, cooling and compressed air works. The construction project is a fire/rescue station to be built in the well-being area of South Karelia in the Korvenkanta district of the city of Imatra. In addition, premises will be built for the South-Eastern Finland Police Department, storage and garage buildings, and a mobile, container-shaped reserve power unit. The site will also be used by the South Karelia Welfare Area's emergency care and Tainionkoski VPK. The address of the site is Piikatu 4, 55120 Imatra, where a derogation permit has been approved for the construction area. In particular, it should be noted that the construction area is located in an important groundwater area. The form of the contract is a shared contract, in which all planned construction, HVAC, electrical and earthworks work will be carried out. The project contractor acts as the main contractor of the project and as the main implementer referred to in the legislation, and appoints a responsible foreman. Side contracts are subordinated to the main contractor by means of a side contract subordination agreement. Side contracts include an LVJ contract (pipe and cooling contract), an IV contract, an electrical contract and a building automation contract. Side contracts are signed in the name of the client. The contracting entity has reserved EUR 8,200,000 for the entire procurement, which includes, in addition to the main contract, all subordinated side contracts and the Purchaser's procurements. The TLIV-classified material must be handled extensively on the site, so the main contractor must arrange premises on the site where it is possible to handle classified material. All contractors' own offices must also meet the same requirements. More information on the facilities in question can be found in Annex 5 – ‘Requirements for a data processing environment’ to the Security Agreement. The site's plans are classified in terms of police facilities. The technical documentation shows the number of premises and lists of quantities of building and technical building products. If desired, the tenderer can visit the police premises in week 8.7.2026 from 8 a.m. to 4 p.m. Place: Lappeenranta office building, Villimiehenkatu 2b lobby, from where the providers are directed to the actual counting room. All participants will be required to sign a non-disclosure agreement before the event starts. The procurement is described in more detail in the annexes to the invitation to tender. Description: Hinta, painoarvo 100 % (= 100 pistettä) Pisteiden laskenta: alin vertailuhinta / tarjouksen vertailuhinta x painoarvo (100). Tarjoajien valinnassa hyödynnetään sähköistä huutokauppaa, joka toteutetaan seuraavasti: Hankintayksikkö 1. Avaa tarjoukset. 2. Tarkastaa tarjoajan soveltuvuutta koskevat vastaukset, tarkastaa tarjousten tarjouspyynnönmukaisuuden ja tekee alustavan kokonaisarvioinnin tarjouksista. 3. Lähettää huutokauppakutsun hyväksytyn tarjouksen jättäneille tarjoajille. 4. Järjestää huutokaupan. Alin tarjous voittaa. Viimeisimmän tarjouksen jälkeen odotetaan 15 minuuttia. 5. Tekee hankintapäätöksen huutokaupan perusteella ja antaa päätöksen tiedoksi kaikille tarjoajille. 6. Solmii sopimuksen valittavan tarjoajan kanssa valitusajan jälkeen ja soveltuvuutta koskevat ehdot tarkastettuaan. Sopimus syntyy vasta kirjallisen sopimuksen allekirjoittamisella.
