Description

In addition to the obligation to control via smart meter gateways (SMGW), which has already been laid down in the Eneurbare Energiegesetz (EEG) for some time, as soon as this is technically possible, current legislative procedures as well as determination procedures and position papers of the BNetzA are based at several points on the future obligation and responsibility of the metering station operator to carry out control actions via the SMGW and thus via the safe CLS channel. The law on the restart of digitalization in the energy turnaround (GNDEW) recently redefined the legal requirements for the measuring point operator (MSB) and also fixed the time frame, these go beyond taxes and also refer, among other things, to the connection of other divisions to the SMGW (multimetering) or the transmission of billing-relevant measurement data from the submetering system of the property according to the Heating Cost Ordinance. In addition, relevant functional scopes such as submetering or multimetering for potential business areas must be opened up in the future. This tender is about the procurement, implementation "on prem" on the server infrastructure of SWM and the operation of a CLS management system that meets the technical and professional requirements and guarantees economic efficiency. It must both fulfil the legal-regulatory obligations of the basic competent measuring point operator (gMSB) and enable the development of products in the environment of CLS management for sales, the network operator and the measuring point operator. With the procurement of a CLS Management System (CLS-MS), SWM strives to ensure the best possible technical, procedural and functional solution as well as future security for the legally-regulatory defined role of the MSB. The CLS Management System is expected to be put into production by 31.10.2024 at the latest. The start of the service provision can take place as early as possible from the date of the award. After a successful stabilization phase of 6 months, the system goes into regular operation. The tender includes the implementation until 31.10.2024 as well as the operation until 31.12.2027 with an option for an extension of 2 years.
