D-Hanover: software package and information systems
The subject of the invitation to tender includes all available Microsoft products, which are defined in the Select contract and which can also be included in an Enterprise Agreement.
The aim is to conclude a framework trade agreement, hereinafter referred to as the framework contract, with a company with a minimum duration of 4 years, with an optional unilateral termination option on the part of the contracting authority after 36 months.
There is no obligation to purchase MS products under the tendered framework contract.
Irrespective of the date of conclusion of the contract, continued licensing by the future contractor from 1 June 2011 (seamless connection to the old framework contract expiring on 31 May 2011) must be ensured for all persons entitled to call on this framework contract. There is a corresponding grace period by the licensor. Accordingly, the licence period ends on 31.5.2014 or 31.5.2015. Contracts for software use (licences) and maintenance of the licensor MICROSOFT (including the necessary advisory and support services) will be procured. In particular, the following topics will be addressed:
— Software licences according to the licensing models required by the licensor,
— Software assurance,
— Value-added services provided by the licensor,
— Licence consultancy and licensing documentation, irrespective of the licensor;
— Management by the contractor of the framework contract which is the subject of this invitation to tender.
It is envisaged to conclude two separate framework agreements between trading partners for the acquisition of Microsoft licences under the terms and conditions of the Select Framework Agreement and the Enterprise Agreement, on the one hand, for the authorities and bodies of the Land of Lower Saxony and, on the other hand, for all departments of the local authority of the Land of Lower Saxony. The tender will therefore be divided into two lots.
