Lot 3 "Transition management" will take the form of a multi-contractor framework agreement with purchase orders and subsequent contracts with a maximum of EUR 1 600 000 excluding VAT for the whole of the EUR 1 000 lot awarded pursuant to Articles L2125-1 1°, R. 2162-1 to R. 2162-6 to 2162-14 of the Public Procurement Code. It will result in the issuance of purchase orders and the conclusion of subsequent contracts. Each lot will be awarded to 3 economic operators (subject to a sufficient number of tenders). Subsequent contracts for Lot 3 will be regular contracts. The so-called "cascading" method, which consists in calling on the highest bidders as a priority. In this case, the buyer contacts the owner whose offer has been ranked first. If the latter is not able to respond within the required time, the buyer may contact the holder whose offer has been ranked second and so on. The details of the cascading order forms shall be specified in the framework agreement’s CASC. Each lot will be subject to a framework agreement. Candidates have the possibility to submit tenders for all lots. The technical requirements for the various lots are set out in the STS.
