The purpose of this European Public Procurement is to conclude a Framework Contract in a transparent, lawful and efficient manner in which the Contracting Authority wishes to contract three A-listed Contractors and two B-listed Contractors for the provision of external capacity. The Contracting Authority has set the following objectives for the Framework Agreement: 1. Collaborate with trusted partners who are able to provide the necessary knowledge, skills and capacity; 2. Openness and transparency in cooperation, understanding each other's interests; 3. Speed and flexibility of its partners in delivering candidates; 4. Ensuring legality, including compliance with the DBA Act when hiring. 5. Deployment of reliable and honest candidates. See detailed description in the procurement document. For the past four years, the Contracting Authority has had access to a framework agreement with a similar scope. The financial spend of this expiring framework agreement is approximately €8 million, - excluding VAT in a period of four years.
