Description

The state parliament of Brandenburg, based in Potsdam, is the parliament of the state of Brandenburg. The state parliament administration is a service provider for the parliament and the citizens of the state of Brandenburg. The task of the Landtag administration is to ensure that parliamentary operations run as smoothly as possible and to create the organisational, personnel, technical and material conditions for the work of the deputies in the Landtag. More information about the state parliament and the state parliament administration can be found on the Internet at: https://www.landtag.brandenburg.de/ In its work, the Landtag administration uses its own IT specialist procedure - the "Electronic Landtag Process Processing and Information System", in short: ELVIS. It supports parliamentary processes, such as the preparation, conduct and follow-up of plenary and committee meetings and their respective billing. It is currently used by around 60 of the 170 employees of the state parliament administration for their daily work. ELVIS no longer meets the current technical and functional requirements. Therefore, the present procurement procedure is intended to find a provider for the introduction of a successor system. The new IT technical procedure to be introduced bears the in-house name LISA.BB. The aim of the procurement procedure is the implementation of a modern, efficient and sustainable system as a successor to ELVIS, which supports the parliamentary work of the Landtag flexibly and digitally. LISA.BB is intended to map essential processes, in particular those of the plenary and committees, including billing. The software-supported mapping of central workflows is intended to increase efficiency, transparency and traceability within the state parliament administration. Seamless integration into existing and future third-party systems should enable media-free end-to-end processes and avoid redundant data inputs. The user interface should be user-friendly, barrier-free and intuitive, the architecture of the system should be designed for expandability, maintainability and adaptability to organizational and technical changes. Essential software components necessary for the operation of ELVIS will no longer be available in the foreseeable future. Therefore, the Landtag Brandenburg aims to introduce LISA.BB at the beginning of 2027.
