At the same time, given that the medical unit is undergoing an extensive process of modernization, refurbishment and progressive endowment, the use of the procurement mechanism through a framework agreement, over a period of 24 months, allows the contracting authority to make flexible and staged procurements, correlated with the real needs of the hospital and the financing sources identified later. The use of the framework agreement aims, on the one hand, to contract medical equipment and devices that are in line with technological developments and current standards on the relevant market, thus avoiding the risk of moral, technical or technological overrun of the products purchased, and, on the other hand, to create the necessary framework for accessing and efficiently using the various sources of financing, namely own funds, national funds, as well as non-reimbursable external or international funds.The products to be purchased under this framework agreement are structured in separate lots, according to the technical specifications set out in the tender specifications and the annexes thereto.Economic operators, possibly tenderers, may submit requests for clarifications no later than 19 days before the deadline for submission of tenders and the contracting authority has the obligation to respond no later than 12 days before the deadline for submission of tenders.
