The subject matter of the contract is the design, engineering, procurement, execution of works and commissioning of an energy block (natural gas combined cycle gas turbine – power plant combining two different thermodynamic cycles to generate electricity efficiently, by using waste heat from a gas turbine to produce additional energy through a steam turbine) with a capacity of approx. 475MW at Turceni (EPC) and long-term maintenance services for the main equipment (gas turbine, steam turbine, electric generator and a distributed control system, including their ancillary elements) (LTSA) . The duration of the contract is 194 months and consists of 38 months EPC component and 156 months LTSA component. The warranty period (PND) is at least 36 months from the signing of the acceptance report at the end of the works. In accordance with the provisions of Art.172, par. (1) of Law no.99/2016, any interested economic operator has the right to request clarifications or additional information in relation to the award documentation, in compliance with the deadline set by the contracting entity. The Contracting Entity (CE) sets 2 deadlines by which it will respond clearly and completely to all requests for clarifications, as follows: - first term: on the 27th day (calendar) before the deadline for submission of tenders, the EC will respond to requests that have been submitted up to the 41st day (calendar) before the deadline for submission of tenders; - second/last deadline: On the 11th day (calendar) before the deadline for submission of tenders, EC will respond to requests that have been submitted up to the 19th day (calendar) before the deadline for submission of tenders. In accordance with Article 29(3) of Government Decision No 394/2016, the contracting entity will respond only to requests for clarifications from economic operators by the deadline set. The Contracting Entity is not obliged to respond to other requests submitted after the publication of the replies from the second (last) deadline, if the deadline for submission of tenders is extended. If one or more of the dates set are on a non-working day, the working day immediately following that/those date will be taken into account, provided that the minimum deadline of 10 days before the deadline for submission of tenders is respected.
