Description

-The object of the procurement is the comprehensive production of the Client's occupational health services for the Client and its personnel, implemented at the premises of the service provider and as remote services. The procurement of occupational health care services is governed by the occupational health care legislation that is binding on the employer (TTH 1382/2001). Occupational health care services shall include the activities referred to in section 12 of TTH 1383/2001 as preventive activities (KL1 activities). The procurement also includes work ability-oriented general and specialist medical care (KL 2 activities) in accordance with section 14 of TTH1383/2001 and, as an option service, a work ability management system as described later in the invitation to tender. Assessment of the need for treatment (‘HTA’). All guidance should be provided through an assessment of the need for treatment. The assessment of the need for care must be based on a digitally supported guidance model so that the reasons for visits can be reported and the allocation of different occupational health resources to statistics can be verified, and this information must be used in the quality management of occupational health cooperation. The digitally supported HTA service must be free of charge. Self-declaration policy (without the permission of the supervisor). The client has a self-reporting policy for sick leave, in which the employee can be absent for a maximum of 3 days, one day at a time, with the permission of the supervisor. The customer is considering extending the time from 3 to 5 days from the start. 1.4.2026. Staff benefits. The current personnel benefits offered by the Client are indicated in the Client's personnel report -Acquired services- KL1 and other preventive services are acquired/executed in accordance with the law and KL2 and other medical care activities are carried out as indicated in section 2.1 of this invitation to tender. The services in question, as well as studies and other measures, are indicated in Annex 2, Price Form. For greater certainty, the quantities indicated in Annex 2, Price Form, are indicative only and are primarily intended to determine the exact benchmark price. The Customer only acquires the necessary amount of Services. The Customer also reserves the right to determine the use of the Services, e.g. through restrictions and licensing practices in the TTH action plan. For example, consultation with a specialist doctor requires the permission of a designated, client-responsible occupational physician, as specified later in the action plan. The services to be procured include work ability management systems for supervisors and HR as an option. For the avoidance of doubt, if the Tenderer does not offer the option, the Tenderer will not be disqualified, but in the above case (non-offer) the Tenderer will receive 0 points for the option in question. If the Offeror does not offer the option, this must be clearly indicated in cell 7I (to the right of the reference price) of the price form, appendix 2, tab 2. The option must be valid for the entire term of the contract. -Customer's objectives for occupational health cooperation- The client's occupational health priorities and objectives are specified annually in connection with the action plan. The objectives of the contract period are as follows: 1. Reducing direct occupational health costs, in particular management 2. Improving the effectiveness, cost-effectiveness and fluency of occupational health cooperation so that occupational health cooperation better supports the Client's own work ability management 3. Availability of occupational health care as brick-and-mortar and remote services The tenderer is requested to describe in a separate appendix to the tender the services he offers in the following areas. Descriptions (a. – f.) can be 1⁄2 x A4 long (font Arial, size 11) per description, i.e. a total of 3 x A4: a. How does the Provider take into account the multi-professional nature of occupational health care in its operations, in particular through the use of occupational health nurses and occupational physiotherapists? b. How does the Provider take into account in its occupational health inspection electronic preliminary surveys and the contents required for occupational health inspection? c. What kind of workplace survey process does the Provider propose to the Client? d. The Client implements the management of occupational health cooperation 2-4 times a year as a steering group work, but some of the reporting takes place on a monthly basis. What kind of agenda, list of participants and reporting (vs. objectives) and operating model will the Tenderer propose for the work of the Steering Group? e. How will the workplace surveys and summaries of health examinations already carried out be taken into account in the preparation of the future action plan? f. Description of the assessment of the need for care in accordance with this call for tenders and its annexes, as the Tenderer who has responded to the call for tenders will evaluate the description of 5 x 1⁄2 A4 pages (a. - e.) as a whole (= 2.5 x A4) vs. its objective 1-2 and also quality-score the descriptions as a whole as presented later. For greater certainty, the assessment of the care needs assessment service (f) does not take place on the basis of the description requested above, but through the other quality criteria requested in Annex 3 (Annex 3, quality criteria 1.1 to 1.6).
