In the municipality of Beiersdorf, the subserved parts of Beiersdorf (Lot 1), Mountains (Lot 2), Neulauba (Lot 3), Schmiedethal (Lot 4), Line (Lot 5) and Zwenke (Lot 6) will provide reliable and high-quality broadband connections at reasonable prices. The Free State of Saxony promotes the provision of access to high-performance and broadband internet services in rural areas where there has so far been no or insufficient possibilities to use these internet services at reasonable prices. The purpose of this procurement procedure is to create broadband infrastructure in the municipality of Beiersdorf in the districts of Beiersdorf (lot 1), mountains (lot 2), Neulauba (lot 3), Schmiedethal (lot 4), line (lot 5) and Zwenke (lot 6) in accordance with the guidelines of the Saxony Ministry of the Environment and Agriculture on integrated rural development in the Free State of Saxony (RL ILE/2011). The aim of the measure is to ensure availability of supplies within all the built-up parts. The tender will be technology- and supplier-neutral. The objective of the procurement procedure is to conclude one or more supply contracts for a duration of 7 years. Candidates must have the technical solutions proposed when the contract is awarded. Minimum transmission rates of 2 000 kbit/s downstream and 192 kbit/s upstream must be guaranteed for a period of 7 years in all areas of the lots to be supplied. Higher transfer rates, as well as symmetric transfer rates in the case of commercial use, are explicitly requested. At wholesale level, open access shall be granted in accordance with the procedure and the pricing criteria laid down in the Telecommunications Act (TKG). The network operator(s) must have a notification confirmation from the Federal Network Agency in accordance with Section 6 of the Telecommunications Act. It is intended to award the service until 31/03/2013. The deployment of broadband technology in this case is expected to cover a period from 01/04/2013 to 31/12/2013. In order to take part in the competition, candidates must take account of the fact that the action must be implemented and invoiced by 31.12.2013.
