1. Type of contract: service. 2. The subject of the contract is the maintenance of cleanliness of the area, lawn care and other cleaning works on the property of the Astronomical Institute at ul. Copernicus 11 in Wrocław. The total cleaning area is: 12 100 m2 3. A detailed description of the subject-matter of the contract, such as the scope of daily and cyclical cleaning, cleaning the premises around and next to the building, washing windows on both sides and snow removal, is provided in Annex 1 to the SWZ – Description of the subject-matter of the contract. 4. The detailed scope of the obligations to perform the subject of the contract and the terms of payment are indicated in the Model contract constituting Annex No. 9 to the SWZ. The public procurement procedure is conducted in an open tender procedure, pursuant to Article 132 et seq. of the Public Procurement Law Act of 11 September 2019 (hereinafter referred to as ‘the Public Procurement Law Act’) and implementing acts issued on the basis thereof, in particular the Regulation of the Minister for Development, Labour and Technology of 23 December 2020 on subjective means of proof and other documents or declarations that may be requested by the contracting authority from the economic operator (item 2415) referred to as the MRPiT Regulation and the Regulation of the Prime Minister of 30 December 2020 on the method of preparing and transmitting information and technical requirements for electronic documents and means of electronic communication in the procedure for the award of a public contract or a competition (item. 2452) known as the PRM Regulation. The Contracting Authority provides for the possibility of awarding the basic contract to the Contractor within 3 years from the date of award of this contract, the contract consisting in the repetition of services similar to the basic contract, in accordance with Art. 1 point 7 of the Public Procurement Law The contractor to whom the basic contract will be awarded will be obliged to apply in contracts consisting in the repetition of services similar to the basic contract rates not higher than those applied in the basic contract taking into account changes in remuneration. The maximum term of the contract consisting in the repetition of services similar to the basic contract is 3 months. Contracts consisting in the repetition of services similar to the basic contract will apply to all services described in the GIP (Annex 1 to the GIP) and will be implemented in the period after the expiry of the deadline for the implementation of the basic contract. RETURNED PROCEDURE: The contracting authority, in accordance with Art. 1 of the Public Procurement Law provides for the reverse order of the evaluation of tenders, i.e.: first, examine and evaluate the tenders, and then select the Contractor whose tender was the highest scored in terms of grounds for exclusion and fulfilment of the conditions for participation in the procedure.
