Description

With effect from 1 January 2013, the Free and Hanseatic City of Hamburg established the Landesbetrieb SBH | Schulbau Hamburg (hereinafter referred to as SBH) in accordance with Section 26(1) of the Land Budget Regulations. Its task is to plan, construct, maintain and manage school premises in accordance with economic principles, taking account of school concerns, and to rent more than 400 schools to the Agency for Schools and Vocational Training (BSB). School real estate includes all land and buildings used for educational purposes in the state and vocational schools. The land area is approximately 9 100 000 m² and the main area of use is approximately 3 100 000 m².
In this activity, SBH was commissioned by BSB to rehabilitate and modify the Marion-Dönhoff Gymnasium at the Willhöden 74 site in Hamburg.
The Marion-Dönhoff Gymnasium is located in the West of Hamburg, between Blankenese and Sülldorf. The building complex comprises 12 interconnected buildings with 2 patios, a three-field sports hall and outdoor sports and gardening facilities. Most of the buildings were built in the 1960-70s and partially renovated in the 1990s.
The structures to be worked on consist of a two-storey cross-piece (building 4) and three-shot cross-piece (buildings 7, 10, 11), each with a saffldach structure and flat roofing on the corridors, and a pavilion (buildings 5, 6). The buildings are equipped with a creep cellar.
The following measures are to be implemented in the context of renovation and reconstruction: Renovation of educational buildings 5, 6 and 11 with a total surface area of 398.4 m²; Conversion of the whole-day area into building 10 at 47.47 m²; Refurbishment and conversion of specialised building 4 with 1 371 m² and renovation and conversion of teaching building 7 with 968.50 m² (conversion share approx. 78.97 m²). The total area is 2 785.37 m² NGF.
The planning and construction task is to develop, in accordance with the new land use concept and the present feasibility study, future workshop/phase zero, an overall concept developed by an architect’s office that, in conjunction with the existing building structures, is convinced of sustainability, economic viability and future-orientedness. Implementation in several stages of the school must be monitored in the shortest possible period of construction during the day-to-day operation of the school.
A budget of EUR 5000000 gross (in accordance with DIN 276 cost groups 200-700) is foreseen for the implementation of the overall measure. This sum shall be understood as a maximum cost and shall be contractually agreed.
The implementation of the construction measures will take place in a number of stages, in accordance with the framework plan between 2015 and 2018, depending on the requirements of the day-to-day operation of the school.
— Buildings 5, 6, 11 (renovation): Construction start July 2015/construction works November 2015.
— Building 4 (Rehabilitation and refurbishment): Construction start November 2015/construction July 2017.
— Building 10 (conversion): Construction start July 2016/construction works November 2016.
— Building 7 (Rehabilitation and refurbishment): Construction start July 2017/construction completion April 2018.
When planning and implementing, it should be borne in mind that school management is integrated into the planning process via SBH.
The services to be awarded consist of:
Lot 1:
— Performance phase 2 spatial planning in accordance with Paragraph 34 of the HOAI;
— Service phases 3 to 8 spatial planning in accordance with Paragraph 34 of the HOAI, as an optional assignment by designation of the AG (possibly in stages to be determined by the contracting authority);
— Specific works at all stages of the service, object planning in accordance with Paragraph 34 of the HOAI, as an optional assignment by the AG (possibly at stages to be determined by the contracting authority).
Lot 2:
— Performance phase 2 technical equipment in accordance with Paragraph 55 of the HOAI, plant groups 1-8 in accordance with Paragraph 53(2) of the HOAI;
— Service phases 3 to 8 technical equipment in accordance with Paragraph 55 of the HOAI, plant groups 1-8 in accordance with Paragraph 53(2) of the HOAI, as an optional assignment by designation of the AG (possibly in stages to be determined by the contracting authority);
— Specific services at all stages of the supply of technical equipment in accordance with Paragraph 55 of the HOAI, as an optional assignment by the AG (possibly at stages to be determined by the contracting authority).
Once the procedure has been completed, the contracted tenderer (object planning) will be expected to propose solutions that are as close as possible to long-lived constructions, high energy efficiency, low operating costs and, in particular, economic development within the cost framework.
On the site, a land use plan was drawn up on the AG side. In addition, an architect’s office was tasked with a future workshop/phase zero with the aim of studying the possibility of transforming Building 4 into a specialised teaching building. The feasibility study will be made available (extracts, if necessary) to all tenderers with the invitation to tender. The author of the future workshop/phase zero is not excluded from participating in the negotiated procedure.
The school management participates in the supply negotiations in an advisory capacity. If necessary, other representatives from the administrative context will participate in an advisory capacity (district; CEOS).
The contracting authority has sought assistance and advice in the operational implementation of this VOF procedure by D & K drost consult GmbH, Hamburg.
