1. The subject of the contract is the implementation of an investment project in the form of design and construction:
‘Increasing the use of renewable energy through the purchase and installation of solar collectors in the Pilica Municipality’, consisting of the design and construction of complete solar installations in 823 residential buildings and 3 public utilities located in the Pilica Municipality.
2. The investment project is co-financed by the European Union – the European Regional Development Fund under the Regional Operational Programme of Śląskie Province for 2007-2013, Priority V, Measure 5.3 Clean and renewable energy sources, project ‘Increasing the use of renewable energy by purchasing and installing solar collectors in the Pilica Municipality’.
3. The performance of the subject-matter of the contract shall consist of:
1) Design of a solar installation with flat manifolds in 823 residential buildings and in 3 public utilities located in the municipality of Pilica covered by the project ‘Increase’
the use of renewable energy through the purchase and installation of solar collectors in the Pilica Municipality’;
(2) Supply of construction equipment and materials to the site of construction works necessary for solar installations in the above-mentioned buildings;
3. Complete solar installations in 826 buildings consisting of automatically cooperating flat solar collector systems, water heaters with control and metering fittings and full automation;
4) Completion of holes and repair and restoration of damaged dressings (finishing elements) during construction work;
5) Rinse and test the entire solar installation and fill the installation with a solar agent;
6) Installation of existing heat sources to the solar installations (the U.S. storage facility) in order to balance the heat necessary for the preparation of the HCW and, failing that, install heaters
electrical power (power is chosen by the Contractor, the heater shall be provided by the owner of the building);
(7) Programming and activation of the automation system;
8) Start-up of each of the solar installations carried out;
(9) Developing instructions for solar installations for each solar installation performed;
(10) Providing users with instructions for use in Polish and informing them of the rules for the safe use of the solar installation.
4. The detailed description of the subject-matter of the contract contains a functional and utility programme, hereinafter referred to as the PFU, which is annexed to these specifications.
5. The contracting authority’s requirements for performance of the subject matter of the contract are also set out in the model contract annexed to the ToR.
6. Where a trade mark (brand) is indicated in the functional utility programme, the manufacturer, the supplier, the patent, the origin of the materials or an indication of the standards, approvals, technical specifications and reference systems referred to in Article 30. 1-3 of the Public Procurement Act, the Contracting Authority allows the offer of materials or solutions which are ‘equivalent’ to those indicated in the functional and utility programme, provided that they ensure that technical parameters are not lower than those set out in the PFU and that they comply with:
a. Games and structures (size, type, physical characteristics, number of components,
b. Functional character (function identity),
C. Material characterisation (type and quality of materials),
D. Technical parameters (strength, durability, technical data, hydraulic data, linear characteristics, design),
e. Safety performance in use,
F. emission standards.
7. The contractor is obliged to provide guarantees and warranties for the performance of the contract in accordance with the conditions laid down in the PFU.
