Description

Based on Article 32e of the Federal Act on Environmental Protection (USG, SR 814.01), the Ordinance on the Remediation of Contaminated Sites (VASA, SR 814.681) was introduced in 2001. This is intended to ensure the financing of measures for the investigation, monitoring and remediation of contaminated sites. The contractor must carry out the checks on the collection of levies outsourced by the FOEN in accordance with the Ordinance on the levy for the remediation of contaminated sites. As far as possible, these audits should be carried out with as few people as possible in order to reduce the risk of conflicts of interest. The contractor shall carry out the VASA checks (audits) in accordance with the FOEN’s instructions and ensure an independent and neutral assessment. Should the personal interests of the persons deployed be directly affected in the course of the implementation, they must be put on hold and a replacement must be ensured immediately by the contractor. The services to be procured include approximately 20 VASA checks per year; this for four years with the option to extend the contract by two times two years. The definitive list of landfills to be inspected is definitively established by the FOEN at the beginning of each year and sent to the contractor.
