The proposed project provides for the energy efficiency of the Arad County Library building. This project will ensure a decrease in the energy consumption of the public building. At the same time, it will ensure the decrease of the maintenance cost of the building, bringing an economic benefit to Arad County. The building, built in 1909, shows a series of infiltrations at the basement level due to the lack of waterproofing and at the roof level due to the fact that part of the covering is either broken or missing. The building studied has deficiencies and degradations that hinder the proper conduct of activities and lead to high energy consumption. Although during the operation, interventions were made that consisted in restoration works of exterior and interior finishes, restoration of the protection pavement, restoration and repair works of the joinery are necessary, with thermal insulating glass, with low emissivity, equipped with hygroregulable slots (ensuring in this way the thermal insulation of the exterior contour), floor insulation under the bridge or at the roof level, rehabilitation of the protection pavement and restoration of waterproofing, modernization of the heating installation and of the installation for the preparation of domestic hot water, modernization of the interior lighting installation, replacement of the existing lighting fixtures with LED fixtures, energy efficient, design of an air conditioning installation, installation of alternative energy sources. Given that the installations are old and physically worn, it is necessary to replace the existing radiators with new steel radiators, thermal insulation of the domestic hot water recirculation pipe to limit heat losses, thermal insulation of all heat distribution pipes, design of a new thermal installation to provide the necessary heating and domestic hot water for the Arad County Library building. In accordance with Article 160(1) of Law No 98/2016, as subsequently amended and supplemented, the deadline by which any interested economic operator has the right to request clarifications or additional information in relation to the tender documentation shall be no more than 20 days before the deadline for submission of tenders, and the deadline by which the contracting authority will respond clearly and completely to all requests for clarifications/additional information shall be on the 12th day before the deadline for submission of tenders.
