Finland-Espoo: Road transport services

The City of Espoo requests an offer for the school transport of pupils with disabilities in Finnish and Swedish-language primary schools of Espoo and Kauniainen. The transport offer must include the school transport itself and the related service: planning of routes and informing schools and parents about transport schedules, updating change information and informing schools and parents. Changes include changes in pupils’ address details, changes to the rules of procedure for schools and longer periods of absence of pupils. The routes should be designed and combined in such a way that the time needed for school trips and their expectations, as indicated in the contract, is not exceeded. A more detailed service description can be found in Annex 1 to the call for tenders. School transport for pupils with disabilities in Espoo primary schools is divided into two categories: Group A: persons with intellectual disabilities and Group B: people with severe intellectual disabilities. In addition, the transport of pupils with disabilities in the city of Kauniainen is a separate group. The tenderer must undertake to transport new pupils entering the groups during the contract period, as well as pupils in any new school. The city of Espoo will choose a single service provider for each sub-area (A/B/Kauniainen) and a deputy supplier to provide pupil transport. Tenders may be submitted in one or more areas. Sub-offers within sub-areas (A/B/Kauniainen) are not allowed. The tenderer will have access to a list of the addresses of pupils currently covered by the transport of pupils with disabilities.
