Cheshire West and Chester Council (‘The Council’) is the statutory administering authority for the Local Government Pension Scheme (LGPS) in Cheshire through the Cheshire Pension Fund (‘The Fund’).
Under the Council's constitution responsibility for the governance of the Fund is delegated to the Head of Finance as Section 151 Officer. The Head of Finance therefore has ultimate responsibility for the Fund's investment strategy and is advised by The Pension Fund Committee and the Fund's strategic investment advisor (currently Mercer Ltd).
The Council administers the scheme on behalf of around 200 employers of which 4 Councils (Cheshire West and Chester, Cheshire East, Halton Borough and Warrington Borough) make up around 75 % of the total assets and liabilities.
At 30.9.2014, the Fund managed assets with a total value of 3 750 000 000 GBP. The Fund manages investment and liability risk on behalf of its employers and maintains 4 distinct investment strategies. Employers are allocated to the most appropriate strategy based on their individual long-term funding plan.
