Poland-Krakow: Meal-serving services
1. The subject of the contract is the preparation and delivery of hot meals to ILOS customers in Kraków in 2015-2016.
2. Classification marking of the subject-matter of the contract according to the CPV Common Procurement Vocabulary: 55320000.
3. The conditions for performance of the contract are set out in these specifications and in the model contract, which is attached as Annex 2 to the specifications.
4. Deadline for implementation: from 1.1.2015 to 31.12.2016.
Contract performance conditions:
1. The Contractor shall be provided with a hot, single or two-dive meals weighing not less than 600 ml or 600 g each time, excluding beverages: e.g. water, coffee, tea, compote and buds, kiln, fruit jellies (an example menus for 14 consecutive days is attached as Annex 1 to the ToR).
2. The Contractor will dispense meat meal at least twice a week, e.g. potatoes (replacement groats or rice), meat portions, pig irons (replaced cooked vegetables) or other meat dishes, e.g. croettes, pies with meat.
3. Meals should be varied, not repetitive during the week in question and prepared on the day of issue.
4. The Contractor is obliged to provide and deliver meals 7 days a week, with hot meals being provided at least 6 days a week and the operator being obliged to deliver two hot meals on the preceding day for the seventh day a week.
5. The Contractor will provide the customer with no more than 3 meals per day and no more than nine meals per week, with the proviso that overdue meals may be delivered up to two days preceding the day of delivery.
6. The Contractor shall remove unused meals from the list of customers if the quantity exceeds the number of unused meals.
7. The contracting authority will provide a list containing the encoded personal data in the form of an identification number assigned to the customer. Each client will use a card containing an identification number and personal data. It will be possible to receive meals after the customer has provided an identification number and proof of identity card and identity document. The customer shall confirm receipt of the meals on the list sent by the Contracting Authority.
8. The Contracting Authority will provide the Contractor with a ten-year updated list of clients in alphabetical order at the latest 2 days before the end of the decade, specifying:
(1) the customer identification number;
(2) the period for which the meal is granted;
(3) if other persons are entitled to take a meal, the name and first name of that person.
9. If a meal is awarded by the Contracting Authority within a time limit which makes it impossible to show the customer on the list referred to in paragraph 7, the Contracting Authority shall inform the Contractor in writing that the assistance has been provided in the form of meals, and then, no later than 2 days after receiving the meal, the Contracting Authority shall provide the Contractor with an additional list on which the customer will confirm receipt of the meal on the date of delivery of the meal.
10. The Contractor undertakes to be included in the list referred to in paragraph 1. 7, confirmation of the customer to whom the meal will be provided, by means of a legible signature of the customer, except in the case referred to in paragraph 8(3).
11. In the case of the situation referred to in paragraph 8, point. 3 meals will be given to the beneficiary on presentation of their own identity document and client card.
12. The Contractor shall be responsible for the implementation of the provisions of the contract referred to in Sections 3 and 4, in particular for informing the employees thereof and shall be obliged to draw the appropriate conclusions for their breach.
13. The Contractor may not, in lieu of a prepared meal, pay the customer the equivalent value of the meal in money or convert the meal into goods in the unprocessed state.
14. The Contractor undertakes to provide suitable premises for the consumption of the meal, in particular a seating position at the table (without identifying places indicating special treatment).
15. Meals will be delivered and consumed at the contractor’s premises or premises where no alcohol can be sold.
16. The premises will be available on working days between 11:00 and 17:00. On a public holiday (e.g. Saturday), meals will be provided between 11:00 and 13:00.
17. The Contractor will provide a pledge on which meals will be provided on the premises. If the customer intends to consume an off-premises meal, he will be required to provide packaging or to cover the costs of the take-away meal from his own funds.
18. Where the Contractor provides services open to the public, it is possible to replace the menus meal for persons benefiting from the assistance of the MOPS by a meal from a public menus. Where the price of the selected meal from the public menus is higher than the meal value of the MOPS-assisted persons, the customer will pay the relevant surcharge.
Additional conditions
1. The contractor must attach to the tender a menus proposal for a three-week period.
On the basis of proposals from menus, compliance with quality conditions will be assessed, including: this includes variety and weight of meals.
2. The contracting authority may award complementary contracts directly to the Contractor within three years of the award of the basic contract, representing not more than 50 % of the value of the basic contract and consisting of the repetition of the same type of contract.
