RRF-8.2.4-24 Project name: Development of the conditions of 21st century health care - Development of the Ambulance Stations of the National Ambulance Service Developing the conditions of 21st century health care in connection with the measure is essential for the performance of the tasks of the National Ambulance Service, the establishment, renovation and expansion of bases and ambulance stations that meet the professional, technical and official requirements of the age. Renovation and modernisation activities shall result in energy efficiency compared to the state prior to renovation and modernisation, which shall be verified by energy calculation and certification. The preparation of the required energy calculations and certificates is the responsibility of the Tenderer. In order to achieve the objectives of the project, the National Ambulance Service wishes to set up a dynamic purchasing system with a net budget of HUF 2 500 000 000 for a period of 24 months. The successful tenderer shall be responsible for the conservation, maintenance, repair (good maintenance), renovation, restoration and other construction activities (construction-installation work) of the real estate stock owned or managed by the contracting authority and located in the administrative territory of Hungary, as well as for obtaining expert opinions, expert opinions and approvals for the related works that do not require construction authority authorisation, notification or townscape opinion/notification, hereinafter referred to as building maintenance, renovation, extension (new construction) and reconstruction, reconstruction, modernisation and restoration together: The contracting authority shall apply the rules of the participation phase of the restricted procedure to the admission to the dynamic purchasing system, and the rules of the tendering phase of the restricted procedure to the implementation of procurement in the dynamic purchasing system. This call is for inclusion in the system only. In the course of the implementation of the DBR, the contracting authority shall apply the provisions of the Public Procurement Act. Pursuant to Section 107(2), the precise technical specifications and contractual conditions relating to the specific public procurements to be carried out in the system shall be made available to the Bidders participating in the DBR at the same time as the invitation to tender is sent. The bidding process can be summarised as follows: In the second, bidding phases of the procedure, i.e. after the DBR has been set up, the AK invites all EOs admitted to the system to submit a tender in order to carry out certain public procurements, with the proviso that in each bidding procedure only candidates qualified by the AK and invited to submit a tender for the given category may submit a tender. In respect of the given public procurement, the winner of the procedure shall be the AT which submitted the most advantageous tender on the basis of the award criterion on DBR (best value for money) published in the notice launching the procedure. A dynamic purchasing system may be joined throughout its duration by any economic operator fulfilling the eligibility criteria specified by the contracting authority. When submitting its request to participate in a public procurement procedure, a candidate shall state whether its request to participate is subject to the prohibition to award a public contract or a concession laid down in Article 5k(1) of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine. Tenderers that according to Decree 321/2015. On the basis of Section 46(4) to (5) of Government Decree No 275/2015, in addition to any standard, technical approval, technical specifications or technical recommendation specified in the technical specifications, the term ‘or equivalent’ must also be understood, meaning that the Contracting Authority accepts the equivalent recommendation if the equivalence is established in accordance with Government Decree No 321/2015. Pursuant to Section 46(4) and (5) of Government Decree No 155/2011 of 30 October 2011, the tender shall be substantiated. AK is Kbt. Section 69(7) of the Public Procurement Act requires candidates to submit the grounds for exclusion and the certificate of suitability (Section 69 of the Public Procurement Act). Article 69(4)) with a deadline of 5 working days, since in AK's opinion they are necessary for the proper conduct of the procedure for other reasons. AK shall send the invitation to submit certificates in the EPS to economic operators that have submitted a request to participate by the expiry of the time limit for participation after the opening of the requests to participate. Economic operators who submit a request to participate after the DBR has been set up will receive the AE’s invitation to submit certificates during the period of evaluation of their request to participate.
