Description

The subject of this invitation to tender will be the provision of public passenger transport services by public rail passenger transport within the operating group ‘Ještědská železnice II’ in part of the territory of the Liberec Region within the meaning of Section 3(2) of the PSO and to the extent provided for in the contract. Transport services will be provided on sections of lines in the territory of the Liberec Region and, with the consent of the Ústí Region, the Hradec Králové Region, the Central Bohemian Region and the Pardubice Region, also in the territory of these regions (possibly with further overlaps to other regions or states). The centre of gravity of the services will be on lines L2 and L3, and these services may be supplemented by other services in the territory specified above. On the line L2 Liberec - Děčín, approximately the current range of services will be ordered, with a possible increase in the frequency of connections, extension or addition of services (possibly also on connecting lines), including inserted, reinforcement and tourist connections. The contract(s) will be concluded for a period of 13 to 15 years, if the contract were to be concluded simultaneously on lines L2 and L3 (taking into account the year of the start of operation of line L3), in other cases it would be concluded for a period of 15 years. The start of operations is expected to take place in December 2031. On the line L3 Liberec - Hradec Králové, the range of services can be ordered increased by about 50% compared to the current situation (increase in the frequency of connections, extension or completion of services, possibly also on connecting lines, including inserted, reinforcement and tourist links, including possible connections to Mladá Boleslav and/or Pardubice). The contract(s) shall be concluded for a period of 15 years. The start of operations is expected to take place in December 2029 (if possible with regard to the delivery dates of the vehicles and the state of the infrastructure) with regard to the start of operations on the transport performances ordered by the Ministry of Transport of the Czech Republic in the operating set referred to as ‘Mini Deal’ (the set of lines R14A, R14B, R21, R22 and R24), as the transport performances in the operating set ‘Ještědská železnice II’ are for the most part parallel to these transport performances. The Liberec Region assumes that the Carrier will be obliged to select vehicle manufacturers in a public procurement procedure pursuant to Act No 134/2016 on public procurement, as amended (‘the Public Procurement Act’), the subject of which will be the acquisition of train units. This procedure, in which units are procured through the PPA, should allow the drawing of funds from one of the subsidy titles for the acquisition of hybrid units and thus reduce the amount of funds spent on providing transport services for the Liberec Region as a result. The basic parameters of the vehicles are set by the Liberec Region as the client. Carriers will then be obliged to set these vehicle parameters in their procurement procedures for the acquisition of vehicles.
