Description

The City of Münster awards the contract for the procurement of natural gas for the period 01.01.2026 to 31.12.2026 (expected) by means of a public-public cooperation or an in-house award in accordance with § 108 (1) GWB. As a wholly-owned subsidiary of the client, the contractor is in-house capable to the extent that the City of Münster exercises control within the general meeting similar to that exercised over its own departments. In accordance with the company's purpose, the contractor's activities also serve more than 80% of the tasks entrusted to it by the client. In addition, there is no direct private equity participation in the contractor, as the client is the sole shareholder of the contractor. As a result, due to the in-house assignment, the contracting authority Stadt Münster has no obligation to publish a notice in the Official Journal of the European Union.
