Description

Name of the contract: Purchase of equipment, software and services for the ‘Cybersecure Local Government in Brzozów Commune’ project implemented under FERC 2021-2027. The subject-matter of the contract was divided into two lots. The contracting authority shall allow partial tenders to be submitted. The contracting authority shall not limit the number of lots for which a single economic operator may submit a tender. When submitting a tender in the procedure, the contractor must submit a minimum tender for one part of the subject-matter of the contract. The provisions of the specifications shall apply to all parts of the subject-matter of the contract, unless it is apparent from the wording of the specifications that they relate to that part. Part 1 of the subject-matter of the contract The subject-matter of the contract includes: • implementation, configuration and update of directory services, • specialist IT support service, • delivery and implementation of a central security system – SIEM software, • delivery and implementation of log manager software – XDR software, • delivery and implementation of terminal monitoring – IT infrastructure monitoring software, • delivery and implementation of EDR software, • delivery and implementation of backup software, • delivery and implementation of cloud backup, • delivery and implementation of software for managing and updating operating systems and software on workstations, servers and network devices, • delivery and installation of a server, • delivery and installation of a switch – a managed network device with VLAN support, MACsec, 802.1X standard, CPV: 72000000-5, 72263000-6, 48000000-8, 48820000-2, 32420000-3, 31682530-4 The detailed description of the subject-matter of the contract as regards lot 1 of the subject-matter of the contract is set out in Annex 1 to the tender specifications. Part 2 of the subject of the contract The scope of the contract includes the supply and installation of a power generator and a central UPS. CPV: 31120000-3, 31682530-4 The detailed description of the subject-matter of the contract as regards lot 2 of the subject-matter of the contract is set out in Annex 2 to the tender specifications. Whenever the contracting authority has described the subject-matter of the contract by indicating the trade marks, patents or origin, source or specific process which characterises the products or services provided by a particular economic operator, or by reference to standards, technical assessments, technical specifications and technical reference systems, the contracting authority shall allow equivalent solutions. The criteria that the contracting authority will use to assess equivalence will always be only the parameters and requirements included in the description of the subject of the contract. In order for equivalence to be recognised, the contractor must prove in its tender that the solutions proposed satisfy to an equivalent extent the requirements set out in the description of the subject-matter of the contract. If the contracting authority has described the subject-matter of the contract by indicating the trade marks, patents or origin, source or specific process that characterises the products or services provided by a particular economic operator without at the same time indicating their parameters and requirements, the contracting authority shall indicate that it does not require the delivery of the indicated product or service. In such a situation, it is necessary to take into account all the parameters and requirements of the description of the subject-matter of the contract in a given item, without being guided by the trademarks, patents or origin, source or specific process that characterizes the products or services provided by a specific economic operator.
