Description

The purpose of the procurement is to ensure efficient and secure supply of the electricity distribution network, maintenance and fault management in the electricity distribution network operated by Helen Electricity Network Oy (HSV) during the contract period from 1.4.2025 to 31 March 2030, after which the contract can be extended for a 3-year option period. The parties to the contract agreed on the exercise of the option 12 months before the start of the option period. The aim of the procurement is to create a constantly evolving partnership model aimed at supporting HSV’s objectives of a cost-effective approach. In addition, the objective of the agreement is to support HSV’s objectives of being the most customer-centred network company and digital forefront. HSV, as a subscriber, adheres to the agreed objectives and helps the service provider to achieve them successfully. HSV, as a subscriber, relies on the expertise and know-how of the service provider and the partnership model aims to avoid duplication of work. The aim of the partnership model is to develop activities jointly to the benefit of both parties. The subject of the contract is the construction and maintenance of the low-voltage and medium-voltage network on the basis of the total liability construction model (FAVR), which here means that the following elements are included in the procurement: —network design – technical customer service – purchases of materials – earthworks – construction services – mapping and documentation of location data – documentation of network information (including masters) – Interconnection planning service – Local operation and incident clearance services (24/7) – troubleshooting services (24/7) – Maintenance services – Network management services, including electrical safety, electricity quality, cable displays, logistics and storage services, etc. The partnership’s responsibility interfaces for CRT operations may be specified during the contract period. The selected service provider is expected to have a strong development oriented approach to the development of the CVR. In addition, the selected service provider will be expected to manage and coordinate the construction projects as a whole. HSV will agree on the starting dates of the elements of the agreement in more detail with the current and future HSV service provider. Incident clearance, fault correction and customer-driven work management must be fully operational at the start of the contract period. The service provider acts as HSV’s representative for the coordination of co-construction in common civil engineering sites. In addition, HSV participates in co-construction sites where the project management comes from a third party. The construction of the network should make maximum use of co-construction with telecommunications operators and outdoor lighting. In the case of co-construction projects, the selected service provider is obliged to build third-party civil engineering works if those operators commission a part of the co-construction. In these cases, the selected service provider negotiates the construction costs between the third party and HSV. The contracting entity shall reopen competition if the maximum value is reached. The contractor has the right to acquire the works that are the subject of the contract in the form of separate works or separate procurements from third parties or to carry out himself.
