IRL-Dublin: advertising services

An Post, established in 1984, operates the National Postal Service, along with a range of financial, communications and retail services throughout Ireland. In addition, An Post provides agency services for several Government Departments including Department of Social Protection and the NTMA.
As a national service provider, An Post delivers mail to over 2.1m households and businesses every working day and provides retail services through 1,150 retail Post Office outlets nationwide. An Post has an annual turnover in excess of 800 Million EUR.
The An Post group includes a number of subsidiaries and associated companies including An Post National Lottery Company, One Direct, PostPoint, An Post BillPost Processing Services Limited, Post Consult International Limited, PrintPost Limited, and The Prize Bond Company Limited.
An Post is seeking to enter into Contract with one or more providers to meet its requirements for Above the Line Services: Creative Services (LOT 1), Below the Line Services: Direct Marketing (LOT 2) and Planning Services (LOT 3).
LOT 1: Above the Line: Creative Services.
Creative services include:
— Brand creative development and production services,
— Development of campaigns for various An Post (including its subsidiaries and associated companies) products/services to include TV, radio, trade press, web banners and POS (Point of sale) advertisements,
— Integrated online and social media activity.
LOT 2 Below the Line: Direct Marketing Services.
Direct marketing services include:
— Delivery of direct marketing planning and communication strategies to engage An Post’s various target audiences,
— Understanding market trends, diagnosing market challenges and originating /developing innovative ideas,
— Technical expertise and knowledge of current and emerging trends in direct/interactive marketing.
LOT 3 Planning Services.
Planning services include:
— Brand strategy and planning services,
— Strategic support, insight generation and brand research,
— Input to planning documents, strategy and creative briefing.
Interested parties should have demonstrated capability and experience in the specialist areas to meet the requirements and tight deadlines that are usually associated with these services/ requirements.
Interested parties may apply for all LOTs or individual LOTs as appropriate. An Post reserves the right to source the entire requirement (all LOTs) with a single prime contractor or to source each LOT with separate suppliers. An Post also reserves the right to source individual LOTs with more than one supplier or in-house if required. It is anticipated that any contract will be for an initial period of up to three years with an option to renew for a further two years.
Companies applying will be invited to tender on a LOT by LOT basis - based on the scoring of their questionnaire response in relation to each LOT at prequalification stage.
