The initial description of the contract in the contract notice was as follows: The City of Helsinki's Urban Environment Division is preparing the procurement of the main and architectural design tasks of the Health and Welfare Centre (Keskustan). The contract for the project will be made in such a way that the contract partner of the service provider selected by the tendering procedure will be the City of Helsinki, the City of Helsinki's wholly owned Kiinteistö Oy Helsinki's Business Premises or a company to be established within the City Group. The procurement includes the main and architectural design tasks of a building spanning approximately 16,400 brm2 in accordance with the tender documents. The building is located in the Kamppi district of Helsinki. A more detailed location is provided in the planning documents. The target price for the overall design of the project is estimated at EUR 5 200 000, of which the share of main and architectural design is estimated at EUR 2 000 000, VAT 0%. The architectural quality assessment is carried out by an evaluation team (at least 3 persons). The members of the evaluation team are graduate architects. Negotiations on the planning offer will be carried out in August. The main and architectural designers will be selected at the end of August. The scope of the planning tasks is set out in the list of tasks annexed to this contract notice (Annexes 4, 5) and in the planning programme in Annex 3. The tasks also include the interior design of the site in accordance with Annex 13. The plans must be drawn up in Finnish. Construction is currently scheduled to start in summer 2023 and end in January 2027. According to the preliminary project plan (Annex 7), the construction project will be carried out as a collaborative project management contract. The bidder must note that the subscriber has the right to interrupt the project at any time. If the project is interrupted, the designers will only be paid for the work done until the moment of interruption. No further compensation shall be paid as a result of the suspension.
