Description

The framework for the construction measures "UMO HvB" and "UMO GFMR" described here is the project "New accommodation buildings in modular construction (UMO)" . The aim of this project is to develop a strategy for the most time-optimized planning and implementation of accommodation buildings in several properties of the Bundeswehr in NRW. The aim is also to obtain evidence of a total degree of fulfilment of at least 65% (equivalent to "silver") in accordance with the assessment system for sustainable construction, the "accommodation building" system variant (BNB Bw-UGebN) with a BNB coordinator of the BLB NRW. The first measures to test the agreed methodology are the planned construction of 197 individual accommodations in the Herzog-von-Braunschweig barracks in Minden (UMO HvB) and 206 individual accommodations in the Generalfeldmarschall-Rommel-Kaserne in Augustdorf (UMO GFMR). The planning based on a conceptual LPH 2 and the construction services are awarded to a total contractor (TU) on the basis of a functional specification. The contract includes 3 construction phases (Building 200 HvB; Building 500 & 502 GFMR; Buildings 201 & 202 HvB) as well as the possibility of a repetition of similar services, which includes the construction of 122 individual accommodations, divided into 2 buildings in the Theodor Blanc barracks in Rheine. Task description for the negotiation phase (2nd phase) 1. The tenderer must provide the following information on the project management responsible for the performance of the contract and on their substitution: - Full name - Professional experience in planning and/or execution in years 2. The time frame provided must be checked by the tenderer in the processes and dependencies within the contractor's area of responsibility. If realistically feasible optimizations are identified, they must be presented in the form of an adapted, networked deadline frame (MS project file or similar) with textual explanations of the optimizations. Explain how the optimisations are achieved and why these are realistic assumptions (e.g. based on reference projects). The optimizations can concern both the area of planning and the area of execution. In each case, it must be indicated whether these are planning operations or execution operations. The textual explanations should not exceed three DIN A4 pages, font size 11. 3. Project-specific sustainability concept With reference to the provided BNB target agreement table, the bidder must draw up a concept for the intended implementation of the sustainability requirements. Here, it must be explained which measures are planned on the part of the bidder in order to best implement general sustainability aspects and the specific BNB requirements in the specific project. Among other things, statements are to be made on the topics of dismantling, reusability, varietal purity of building materials and life cycle assessment. The textual concept should not exceed three DIN A4 pages, font size 11, and may be supplemented by graphic representations. 4. Concept for the procedure in the project It is necessary to establish a concept in which the planned procedure is described in the concrete project. It is to be specified in which construction process (e.g. degree of prefabrication, system, installation effort required on site) the buildings will be built, how the scheduling, cost and quality control will be carried out and how the construction logistics will be organised, in particular with regard to the specific safety requirements of the properties. It shall address the specific project requirements, objectives, risks and specificities and set out the tenderer’s intended handling thereof. The textual concept should not exceed three DIN A4 pages, font size 11 and may be supplemented by graphic representations. The following documents will be made available to tenderers at the end of the competition and will be used as a basis for the preparation of the tasks: - Time frame - BNB target agreement table - Plans & sections of the conceptual preliminary planning including site plans - Area calculation according to DIN 277 (according to UMO document) - Functional service descriptions including annexes
