Within the framework of the legal requirements of the Radiation Protection Act (StrlSchG) and the General Administrative Regulation on the Integrated Measurement and Information System (AVV IMIS), the Federal Office for Radiation Protection (BfS) operates a Germany-wide, close-knit measuring network for the continuous monitoring of environmental radioactivity, which represents a significant component in population protection to defend against nuclear weapons. The information obtained from this is, among other things, an essential part of the national radiological situational picture, which in turn forms the basis for decisions on measures in radiological locations. In addition, the ODL measuring network has an important task in the early detection of radiological hazards, which are mapped via an on-call standby. Especially since the outbreak of the Ukraine war and the increasing geopolitical tensions in the Middle East, the BfS is once again increasingly confronted with the original nuclear threat scenarios and the need for hardened structures. The project is divided into 3 work packages (WPs): AP1: Comparative analysis of data transmission paths AP2: Specific structure of the protection components AP3: Evaluation of new EMP protection strategies In the first part of the research project (AP1), a comparative analysis of the form of data transmission (LTE, wired systems) with regard to robustness in the event of power failures and EMP scenarios is to be carried out, taking into account the entire data transmission path from the measuring point via intermediate stations to the BfS server and an elaboration of market recommendations/systems. In the second part of the research project (AP2), the focus is on filter systems, among other things. Investigations are to be carried out on the construction of a PCB board with concrete arrangement and components for protection against electromagnetic interference (civil, military, of course) as a tailor-made solution for network, probe and data communication input boards in conjunction with alternative solution paths such as redundant data communication paths, protection zone concepts and EMC-based downstream components. These should be supported by simulations and practical tests. The last part of the research project (AP3) deals with the study of the durability when using new hardening methods compared to conventional systems (ink. verification tests). A feasibility study for the comprehensive and urban special measurement network as well as adaptation to future nuclear threat scenarios. In addition to methods, prototypes, protection concepts and vulnerability analyses are to be developed in the defined work packages.
