SINGLE PARTY FRAMEWORK FOR THE PROVISION OF FULL ON COURSE GRAPHICS SOLUTION TO TOTE IRELAND LIMITED
Horse Racing Ireland (HRI) was established by the Irish Government under the Horse and Greyhound Racing Act 2001 and the Irish Horseracing Industry Act 1994. It is a commercial semi-state body that is responsible for the administration, promotion and development of Horse Racing in Ireland. HRI subsidiaries include Irish Thoroughbred Marketing Ltd (ITM), Tote Ireland Ltd and HRI Racecourses Ltd. consisting of Leopardstown Club Ltd., Fairyhouse Club Ltd., Navan Races Ltd. and Tipperary Races PLC. Tote Ireland Limited is a wholly owned subsidiary of Horse Racing Ireland, with responsibility for the operation of a Totalisator on the 26 racecourses in the island of Ireland. Tote also operates a betting website at tote.ie. Tote Ireland is at the heart of Irish Horseracing, providing a wide variety of betting options for all race goers. All profits made by Tote Ireland are used for the improvement of Irish Horseracing. The estimated value of this framework agreement is approximately €100,000 p.a. for delivery of a full On Course Graphics Solution. The maximum value of this framework agreement will not exceed €800,000. While Tote Ireland Ltd is the main user of this framework, it remains open to be used by Horse Racing Ireland and its other Subsidiaries should the need arise. Irish Horseracing Regulatory Board (IHRB), Cork Racecourse Mallow and Curragh Racecourse Limited while not subsidiaries of Horse Racing Ireland, are closely affiliated with HRI and may avail of this framework should the need arise. The Contracting Authority reserves the right to use this framework for any other business venture or industry body in which it is involved. Tote Ireland requires a comprehensive graphics system to deliver course information such as pricing, horse names, jockeys, trainer time form stars, and graphics across all 26 Irish racecourses. The system must support both fixed and temporary locations, ensuring reliable transmission of defined channels. The selected supplier must provide a complete solution that encompasses infrastructure, hardware, software, remote monitoring, deployment, and commissioning.
