Description

1. The subject of the contract is the supply of a high fidelity dental simulator – a humanoid robot for dental training (1 set), hereinafter referred to as: ‘the subject-matter of the contract’. 2. A detailed description of the subject-matter of the contract is contained in Annex 1 to the FTZ – Description of the subject-matter of the contract/Summary of the required technical parameters 3. Common Procurement Vocabulary (CPV): 39162100-6 Teaching Aids ,34150000-3 Simulators 4. The contract is financed within the framework of the EU project - the Development Plan of the Project entitled: "Modernisation and equipping of teaching facilities in connection with the increase of the admission limits for medical studies – Medical University of Lublin" forming part of Investment D2.1.1 entitled ‘Investments related to the modernisation and retrofitting of teaching facilities in connection with the increase of admission limits for medical studies’ implemented under the National Recovery and Resilience Plan – Component D ‘Efficiency, accessibility and quality of the health system’ under Agreement No KPOD.07.05-IP.10-0023/24/KPO/1206/2025/99. 4.1. The Ordering Party informs that all deliveries carried out as part of the project entitled: ‘Modernisation and equipping of teaching facilities in connection with the increase of admission limits for medical studies – Medical University of Lublin’ financed by the European Union from the funds of the National Recovery and Resilience Plan – Component D ‘Efficiency, accessibility and quality of the health care system’, which is part of Investment D2.1.1 entitled ‘Effectiveness, accessibility and quality of the health care system’ ‘Investments related to the modernisation and retrofitting of teaching facilities in relation to the increase of admission limits for medical studies’ (DNSH), within the meaning of Article 17 of Regulation (EU) 2020/852 (Taxonomy Regulation). The Contractor is obliged to provide documents confirming compliance with the DNSH principle and to provide explanations in this respect at the request of the Contracting Authority. 4.2 The Contracting Authority informs that the data of contractors and contractors involved in the performance of the subject of the contract may be used and processed by the Ministry of Health in the Arachne and SKANER systems. The Arachne system is an ICT system operated by the European Commission, which calculates the risk of irregularities concerning the prevention of corruption, fraud, conflict of interest and double funding by using conversion algorithms. Scanner application means an application connected with CST2021 (the ICT system created and maintained by the minister responsible for regional development to support, in particular, reforms, investments and RRP projects) and other data sources (e.g. KRS, CEiDG, CRBR) enabling downloading data from individual sources such as: identification data, information on entities and related persons, list of beneficial owners, PKD codes, information on implemented projects, information on contracts." 5.1. The Ordering Party requires offering the subject of the contract with the same or not inferior parameters and quality standards as indicated in Appendix 1 to the FTZ - Description of the subject of the contract. 5.2. The subject-matter of the contract includes: delivery of the subject of the order to the place of use, its unpacking, assembly, connection, commissioning, checking the correctness of operation and training of the Ordering Party's employees and handing over for use. 5.3. The Contractor is obliged to deliver the subject of the contract full-value, brand new, not being a sample, undamaged, not remanufactured, not modified, not previously the subject of exhibitions and presentations, complete and ready for use after installation (i.e. without the need for any additional purchases and investments), coming from current production, having the legally required approvals and certificates allowing for marketing in the European Union, not burdened with the rights of third parties or third parties. 5.4. Guarantee for the subject of the contract - a minimum of 24 months, but the Contractor may offer a longer warranty period, taking into account the provisions of Chapter XIX of the FTZ. The guarantee period is one of the criteria for the evaluation of tenders. The warranty conditions for the subject of the contract must not be worse than the manufacturer's warranty. 5.4.1. During the warranty period, free inspections will be carried out at the User's premises (at the place of use of the device), at least every 12 months and in the last month of the declared warranty period together with a confirmed entry in the device's technical passport. 5.5. The description contained in Appendix No. 1 to the SWZ - Description of the subject of the contract, presents the minimum requirements for the subject of the contract, including technical parameters. 5.6. Any indication by the Ordering Party of the name of the manufacturer is intended to determine the class of functionality, the purpose of the equipment being the subject of the contract and serve to determine the standard, but do not indicate a specific product or a specific manufacturer. 6.1. Whenever standards, technical assessments, technical specifications and technical reference systems referred to in Art. 1 point 2 of the PPL Act and sec. 3 of the Public Procurement Act, the Contractor should assume that such a reference is accompanied by the words ‘or equivalent’. 6.2. The Contractor who invokes an equivalent solution is obliged, in accordance with Article 101(5) of the Public Procurement Act, to prove in the tender that the solutions proposed by him meet to an equivalent extent the requirements specified by the Contracting Authority in the Description of the subject of the contract, which is Annex 1 to the FTZ. In such a case, the Contractor shall attach to the tender a method of demonstrating equivalent solutions together with its description or standards confirming that the proposed solutions meet to an equivalent extent the requirements set out in the Description of the subject of the contract, constituting Annex 1 to the FTZ. 9. The contracting authority informs that it accepts works / supplies / services from third countries
